According to the provisions of Article 5 of Circular 35/2021/TT-BGDDT, the requirements for lectures in higher education institutions are as follows:
- Lectures must have content that is appropriate and consistent with the content prescribed in the detailed course outline and the official teaching materials, meeting the learning outcomes of the course and the requirements of the training program.
- Lectures must have specific content, a list of reference materials, illustrative examples, review questions, discussion orientation, practical exercises, and regularly updated and supplemented new knowledge to ensure the lectures are increasingly scientific, modern, and highly practical to meet the training requirements.
Lecturers compile lectures in the language of instruction for the course and are responsible for the professional content of the lecture.
* The training institution stipulates the content, form, and specific requirements for the lecture according to each course in the training program, field of study, and level of training; stipulates the rights and responsibilities of the lecturers and the training institution, ensuring consistency and suitability with relevant legal regulations.

When are lectures in higher education institutions provided to learners?
Based on Clause 1, Article 8 of Circular 35/2021/TT-BGDDT, it is stipulated as follows:
Use of lectures and reference materials
1. Lectures by lecturers must be provided to learners before, during, or after the lecture hour to serve learners' study and research needs. The director, institute director, principal of the training institution (collectively referred to as the head of the training institution) stipulates the content, form of lectures, and the provision of lecture content to learners.
Reference materials must publicize the title, year of publication, place of publication, or access address of the data source on the internet; regularly supplement new materials for lecturers and learners to know and use in the teaching and learning process, ensuring that lecturers and learners can access and use them easily and conveniently.
The training institution specifies the process of introducing lectures and reference materials into teaching and learning at the institution; stipulating the use, supervision, authority, and responsibility of lecturers, learners, and related parties in providing and accessing lectures compiled by lecturers and reference materials for each course of the training program, field of study, and level of training, specifying the publicity and level of publicity of lectures by lecturers.
Thus, lectures in higher education institutions are provided to learners before, during, or after the lecture hour.
What are the responsibilities of the head of a higher education institution in Vietnam in the compilation, selection, evaluation, approval, and use of lectures and textbooks in higher education?
According to the provisions of Article 15 of Circular 35/2021/TT-BGDDT, the head of the training institution has the following responsibilities in the compilation, selection, evaluation, approval, and use of lectures and textbooks in higher education:
- Directing the establishment, issuance, and implementation of internal regulations on the compilation, selection, evaluation, approval, and use of textbooks, lectures, and reference materials for higher education levels, including joint training programs with foreign countries in Vietnam to award higher education degrees based on the advice of the scientific and training council and other relevant internal management regulations of the training institution;
To be specific: standardized and can have higher requirements but must not contravene the provisions of Circular 35/2021/TT-BGDDT, ensuring consistency and suitability with current legal regulations, whereby prohibited content and acts in the activities of compiling, selecting, evaluating, approving, and using textbooks, lectures, and reference materials for higher education must be regulated and executed in compliance with Intellectual Property Law 2005, Publishing Law 2012, and other relevant legal provisions.
- Organizing the dissemination and guidance for lecturers, learners, and relevant units, organizations, and individuals about the training institution's regulations and related legal provisions on the compilation, selection, evaluation, approval, and use of textbooks, lectures, and reference materials for higher education levels; disseminating guidance to learners on their rights and responsibilities regarding access and use of textbooks, lectures, and reference materials right from the start of the course.
- Organizing internal inspections and audits of the implementation of the training institution's regulations and other related tasks concerning the compilation, selection, evaluation, approval, and use of textbooks, lectures, and reference materials for each course of the training program, field of study, and level of training; subject to inspection, audit, and supervision by the Ministry of Education and Training and competent state agencies according to legal provisions.
