According to Article 17 of Decree 93/2020/ND-CP, the requirements for establishment of a primary school library are as follows:
- Have organizational objectives and library activities that are appropriate and meet the functions and tasks specified in Clauses 1, 2, and 3 of Article 15 of the Library Law 2019; serve teachers, learners, staff of the educational institution, and other individuals in need of library use according to the library's regulations.
- Have the following information resources:
+ Textbooks, professional books for teachers, reference books to meet the needs of learners and teachers in the educational institution; ensure at least 03 copies of books per student and 01 set of books per teacher per grade;
+ Newspapers, magazines, maps, educational posters, audiovisual materials, e-books, and other types of documents suitable for the age, learning needs of students, and reference requirements of teachers; ensure at a minimum that the materials are closely aligned with the school's teaching and learning program according to the list guided by the Ministry of Education and Training, processed according to library professional rules.
- Have library facilities and utilities that meet the following requirements:
+ Be centrally located within the educational institution, convenient for library users, especially those with disabilities;
+ Have sufficient area to store information resources, carry out library activities, reading service areas, library staff working areas, and other professional processing needs;
+ Have a reading space for library users of at least 50 m2; be connected to the school's audiovisual rooms, computer rooms, classroom book cabinets; encourage open library organization and friendly reading spaces;
+ Have means and equipment to meet the professional and business activity needs of library staff and serve library users;
+ Ensure specialized equipment and means for preserving information resources, security, safety, and fire prevention and control.
- Have a library staff who graduated from at least an intermediate level in library-information specialization or graduated from another specialization with a certificate of knowledge and professional skills in library-information specialization issued by an authorized agency or organization.

What are the principles of library interoperability applied to primary school libraries in Vietnam?
According to Clause 1 of Article 4 of the Standard Regulations for Preschool and General Education Libraries issued under Circular 16/2022/TT-BGDDT, the principles of library interoperability applied to primary school libraries are as follows:
- Library interoperability between schools is implemented at the same educational level within the same district; between preschools, primary schools, lower secondary schools, and general schools with multiple educational levels (the highest level being lower secondary education) with the library at the commune or district level in the same area;
- Libraries have compatible and adequate information technology infrastructure; ensure digital information resources; and have sufficient manpower to meet, operate, exploit, and share resources freely among other educational institution libraries without geographical restrictions;
- Participating libraries connect, share, and contribute resource voluntarily to a common use group; cooperate under agreements ensuring consistency in exploitation procedures, managed by software accessible by computers, phones, and other electronic devices; libraries in different areas can agree on sharing and contributing digital information resources for interoperability;
- Ensure the management and use of interconnected information resources properly, efficiently, and according to interoperability regulations;
- Comply with legal provisions on intellectual property, science and technology, information technology, cybersecurity, and relevant regulations.

According to Clause 2 of Article 4 of the Standard Regulations for Preschool and General Education Libraries issued under Circular 16/2022/TT-BGDDT, the forms of primary school library interoperability are as follows:
- Digital information resources: Libraries in the group share a database of records, catalogs of digital information resources at various levels organized by library profession structure and database access rights;
- Printed information resources: Libraries in the group carry out the periodic rotation of information resources such as textbooks, professional books for teachers, reference books, newspapers, magazines, stories, educational posters, and other documents according to the semester or school year.
