Collection and management of fees for extra classes
1. For extracurricular teaching and learning within the school:
a) The tuition fee is collected to compensate teachers directly involved in extra classes, manage extracurricular teaching and learning, and cover electricity, water, and maintenance costs for the facilities serving extracurricular activities;
b) The tuition fee level is agreed upon between parents and the school;
c) The school is responsible for the collection, spending, and transparent accounting and payment of the extra class fees through the school's accounting department; teachers engaged in extra teaching do not directly manage the collection or spending of these fees.
2. For extracurricular teaching and learning outside the school:
a) The tuition fee level is agreed upon between parents and the organization or individual providing the extra classes.
b) Organizations and individuals providing extra classes must adhere to current financial management regulations regarding extra class fees.
Thus, the collection of extra class fees is used to compensate teachers directly involved in extra teaching, manage extracurricular teaching and learning activities within the school, and cover electricity, water, and maintenance costs for the facilities serving extracurricular activities.
For teachers providing extra classes held by a school, the level of extra class fees is agreed upon between parents and the school.

Organization of extracurricular teaching and learning within the school
1. Students wishing to take extra classes must submit an application to the school; parents or guardians (hereinafter referred to as parents) of students applying for extra classes must sign and commit to the school regarding extracurricular teaching and learning on the application form and be responsible for fulfilling the commitment.
2. The principal receives the students' applications, organizes groups based on academic performance, assigns teachers for the subjects, and organizes extra classes according to the students' academic levels.
3. Teachers wishing to teach extra classes must submit an application; the application must include a commitment to the school to fulfill all general teaching duties and other assigned tasks, and strictly adhere to the regulations on extracurricular teaching and learning within the school.
4. The principal evaluates the list of teachers for extra classes, assigns teachers, and arranges a suitable schedule based on the students' academic performance.
Thus, students wishing to take extra classes must submit an application to the school; parents or guardians of students applying for extra classes must sign and commit to the school regarding extracurricular teaching and be responsible for fulfilling the commitment.
What are the responsibilities of the district-level People's Committee in managing extracurricular teaching and learning activities in Vietnam?
Pursuant to Article 17 of the Regulations on extracurricular teaching and learning issued together with Circular 17/2012/TT-BGDDT stipulating as follows:
Responsibilities of the district-level People's Committee
1. Grant permits for extracurricular teaching and learning activities or authorize the Department of Education and Training to grant permits as per the provincial-level People's Committee regulations.
2. Manage extracurricular teaching and learning activities within the district as per regulations.
3. Direct the inspection and monitoring of extracurricular teaching and learning activities within the district to identify any violations and promptly address them or recommend appropriate actions to competent authorities.
4. Direct the commune-level People's Committee to confirm the records for issuing or renewing permits for extracurricular teaching activities for organizations and individuals who meet the conditions specified in Articles 8, 9, and 10 of these regulations.
5. Implement reporting policies periodically or unexpectedly to the provincial-level People's Committee or Department of Education and Training as required by the provincial-level People's Committee.
Therefore, in managing extracurricular teaching and learning activities, the district-level People's Committee has the responsibility to issue permits for extracurricular teaching activities or authorize the Department of Education and Training to do so as per the provincial-level People's Committee regulations, and it also has the following responsibilities:
