What are the regulations on scholarship policies, support for means, and study supplies for disabled students in Vietnam?
Based on Article 7 of Joint Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC stipulating scholarship policies and support for means and study supplies for disabled students as follows:
- Disabled persons from poor households or near-poor households studying at educational institutions are entitled to a monthly scholarship equal to 80% of the statutory pay rate as regulated by the Government of Vietnam from time to time.
Disabled persons eligible for this policy who are studying at higher education institutions, professional secondary schools are granted scholarships for 10 months per academic year; those studying at preschool educational institutions, general educational institutions, continuing education centers, specialized schools, and centers for inclusive education development are granted scholarships for 9 months per academic year.
This policy does not apply to disabled persons who have already benefited from other scholarship policies under the regulations of Decision 152/2007/QD-TTg.
- Disabled persons from poor or near-poor households studying at educational institutions are supported with funding to purchase means and study supplies at a rate of 1,000,000 VND/person/academic year.
Disabled persons eligible for support for means and study supplies who are receiving multiple forms of such support simultaneously will only receive the highest support.
- Public educational institutions with disabled students will be supported by the State with funding to purchase shared books, study materials, and specialized study supplies to ensure a minimum level.
Annually, at the time of preparing the budget estimate for the plan year, educational institutions, based on the number of disabled students and types of disabilities, formulate a procurement plan (study materials, specialized study supplies) and detailed budget estimate to submit to the managing agency for approval and then to the financial agency for consideration and approval.
Based on the approved budget estimate and practical characteristics of the educational institution, the head of the educational institution will implement procurement according to regulations.
How much is the monthly scholarship for disabled students in Vietnam?
Based on Clause 1, Article 7 of Joint Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC, disabled persons from poor or near-poor households studying at educational institutions are entitled to a monthly scholarship equal to 80% of the statutory pay rate.
According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applied to primary school teachers who are public employees in public service providers is currently 2,340,000 VND/month.
Thus, disabled students from poor or near-poor households studying at educational institutions are entitled to a monthly scholarship of 1,872,000 VND.

Based on Article 15 of Circular 03/2018/TT-BGDDT regulating inclusive education for disabled persons issued by the Minister of Education and Training, the rights of disabled students include:
In addition to the rights of learners as stipulated in Article 83 of the Law on Education 2019:
- To be educated and study for comprehensive development and to maximize their potential.
- To be respected and treated equally in terms of educational and learning opportunities; to develop talents, aptitudes, creativity, and inventions; to be provided with adequate information about their learning and training.
- To be allowed to skip grades, shorten the duration of program completion, study at an age higher than the regulated age, extend the study time, repeat grades, and be facilitated to study educational programs as stipulated by law.
- To study in a safe and healthy educational environment.
- To be awarded degrees, certificates, and verifications after graduating and completing educational programs according to regulations.
- To participate in activities of associations and social organizations within educational institutions as stipulated by law.
- To use facilities, libraries, equipment, and means for learning, cultural, sports activities of the educational institution.
- To directly or through legitimate representatives, propose solutions to the educational institution to contribute to building the educational institution and protecting learners' rights and interests.
- To be given priority policies from the State when recruiting into government agencies if they graduate with excellent grades and have good ethics.
- To have a representative on the school council as stipulated.
Additionally, disabled persons participating in inclusive education enjoy the following rights:
- Disabled persons are admitted to school at an age higher than the regulated age.
- To study in educational institutions suitable to their level and capacity; to be cared for, respected, protected, and treated equally in learning and educational activities to develop personal abilities; to be provided information, textbooks, learning materials, and scholarships as per regulations.
- To be educated, trained, and supported in individual sessions about specific knowledge and skills to effectively participate in inclusive education.
- To receive advice on support services, early intervention, inclusive education, and vocational orientation suitable to their ability and needs.
- To have their disability information kept confidential.
- To be commended and rewarded for achievements in learning and training.
- To enjoy policies and benefits regarding education for disabled persons as stipulated in Joint Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC and other current regulations.
