Pursuant to Article 3 of Circular 21/2022/TT-BGDDT, the standards for the professional title of public employees handling laboratory equipment in public upper secondary schools are stipulated as follows:
- Standards on Professional Ethics
+ Adhere to the guidelines and policies of the Communist Party, the laws of the State, and the regulations of the industry;
+ Be honest, objective, with a keen sense of ethics, and uphold the spirit of responsibility. Maintain the qualities, honor, and reputation of a public employee; foster solidarity, assist colleagues and students;
+ Perform duties in accordance with the regulations, professional technical processes, and other legal provisions.
- Standards on Educational and Training Qualifications
+ Hold a college degree or higher in the field of School Equipment Technology (or a college degree or higher in other relevant fields applicable to positions involving equipment and laboratory work in upper secondary schools);
+ Complete the training program according to the standards for the professional title of public employees handling equipment and laboratories as required.
- Standards on Professional and Occupational Competence
+ Understand and apply the guidelines and policies of the Communist Party, the laws of the State, and the industry's requirements for educational levels in the field of work;
+ Effectively implement the school's educational plans;
+ Capable of managing, using, and preserving equipment; prevent and handle fires and explosions during practical and laboratory sessions;
+ Capable of repairing, creating, and cooperating with teachers, students, and parents in making teaching aids and simple equipment;
+ Able to flexibly apply, coordinate, and assist teachers in effectively using equipment and laboratory practices in their teaching;
+ Proficient in applying information technology in professional activities.

What is the salary coefficient for public employees handling laboratory equipment in public upper secondary schools in Vietnam?
Under Article 6 of Circular 21/2022/TT-BGDDT:
Salary Classification
- Public employees appointed to the professional title of public employees handling equipment and laboratories, code V.07.07.20 as specified in this Circular, shall apply the salary scale for public employees A0 in Table 3 (salary scale for specialized and professional tasks for officials and public employees in public service providers) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees and armed forces (hereinafter referred to as Decree No. 204/2004/ND-CP).
- The salary transition for those recruited and appointed to the professional title of public employees handling equipment and laboratories from other specialized areas shall be executed as follows:
a) If currently classified under the salary scale for officials and public employees A0 according to Table 2 (salary scale for specialized and professional tasks for officials in State agencies) or Table 3 (salary scale for specialized and professional tasks for officials and public employees in public service providers) issued together with Decree No. 204/2004/ND-CP, they will be classified under salary scale A0;
b) If currently classified under the salary scale for officials and public employees A1 or higher or B, the reclassification will follow the guidelines in Paragraph 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, from the Minister of Home Affairs, guiding salary classification upon upgrading, transitioning titles or types of officials and public employees.
Thus, public employees handling laboratory equipment in public upper secondary schools will apply the salary scale for public employees A0, with a coefficient ranging from 2.10 to 4.89.
Pursuant to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate is stipulated as follows:
Statutory Pay Rate
- The statutory pay rate serves as the basis for:
a) Calculating salary levels in the salary scales, allowances, and implementing other policies as stipulated by law for the subjects regulated in Article 2 of this Decree;
b) Calculating activity fees and living expenses as stipulated by law;
c) Calculating deductions and policies based on the statutory pay rate.
- From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

- The appointment to the professional title for public employees handling equipment and laboratories must be based on the provisions of this Circular and the job position, duties, professional and occupational competencies of the public employees.
- When appointing from the rank of official or professional title to the professional title of public employees handling equipment and laboratories as stipulated in this Circular, no salary grade elevation should be combined.
