Based on Clause 3 Article 6 of Circular 22/2023/TT-BGDDT, the standards for professional competencies of rank 1 pre-university teacher are as follows:
- Actively implement, promulgate, mobilize, and guide colleagues to follow the guidelines, policies of the Vietnam Communist Party, laws of the State, and regulations of competent authorities related to pre-university education into the assigned tasks;
- Capable of guiding colleagues in developing and implementing pre-university education plans and programs; creatively applying or disseminating, and guiding colleagues to use scientific research results to enhance the quality of teaching and education;
- Capable of guiding, supporting colleagues in updating and flexibly applying effective teaching methods and forms; various methods, forms of assessing learning outcomes, training, and progress of students;
- Flexibly applying knowledge to provide psychological counseling and career guidance to students effectively; able to guide, support colleagues in effectively implementing psychological counseling and career guidance measures suitable for each student group in teaching and education activities;
- Capable of proposing to the school measures to strengthen the close coordination between the school and related organizations, individuals to enhance the effectiveness of pre-university education for students;
- Capable of guiding, supporting colleagues, sharing experiences in developing professional competencies;
- Capable of applying information technology in professional activities; capable of using foreign languages or ethnic minority languages as required by the job position;
- Recognized as a ministerial-level emulative soldier or higher or have received 02 (two) or more commendations at the ministerial level or higher for having excellently completed pre-university education tasks during the tenure of a rank 2 pre-university teacher;
- Employees participating in the examination or assessment for promotion to the job title of rank 1 pre-university teacher (code V.07.07.17) must have held the position of rank 2 pre-university teacher (code V.07.07.18) or equivalent for at least 06 (six) years as of the deadline for submitting the promotion application.

What are the standards for training and developing rank 1 pre-university teachers in Vietnam?
According to Clause 2 Article 6 of Circular 22/2023/TT-BGDDT, the standards for training and developing rank 1 pre-university teachers in Vietnam are as follows:
- Holding a master’s degree or higher in disciplines of theory and teaching methods, theory and teaching methods for high school teachers, or a master’s degree or higher in a field related to the subject taught or in educational management;
- Holding a certificate of training according to the standards for the job title of pre-university teacher or a certificate of training according to the standards for the job title of high school teacher.

- Participate in the development of the subject group’s education plan; participate in creating materials and resources to implement the pre-university education program;
- Teach and organize student education activities according to the approved education plan;
- Innovate teaching methods to promote students' competence, qualities, and self-learning ability;
- Perform activities to assess the learning and training results of students according to regulations; participate in the management of boarding students; participate in the school’s admission work;
- Participate in conducting scientific research topics; apply scientific research results in teaching practice and student education;
- Participate in psychological counseling, career guidance for students; participate in organizing activities to preserve and develop national cultural heritage, school competitions; participate in organizing or evaluating student or teacher competitions or contests;
- Complete training programs as required; self-improve professional competencies;
- Perform other duties assigned by the principal.
- Participate in developing the school’s education plan or in evaluating, assessing the school’s materials and resources to implement the pre-university education program;
- Participate in inspecting the professional work of pre-university teachers within the pre-university school;
- Lead special subject training activities in the subject group;
- Lead school-level scientific research projects; participate in evaluating or guiding colleagues in school-level scientific research;
- Support colleagues in psychological counseling, career guidance activities for pre-university students; actively propose activities to preserve and develop national cultural heritage in the school; participate in evaluating and guiding students or teachers in school competitions;
- Lead the development and assessment of the school’s education plan or materials and resources to implement the pre-university education program;
- Lead the professional inspection of teachers in pre-university schools;
- Lead the development of training content, special subject activities for the school; act as a speaker for pre-university teacher training classes or courses;
- Lead the evaluation and assessment of scientific research topics;
- Lead the organization of activities to preserve and develop national cultural heritage in the school;
- Participate in evaluating the results of training, self-training of pre-university teachers.
