- Professional ethical standards. According to Article 3 of Circular 40/2020/TT-BGDDT, the professional ethical standards for teaching assistants in public universities are as follows:

+ Passionate about the profession, preserving the qualities, reputation, and honor of educators; having a spirit of solidarity, respect, and cooperation with colleagues in life and work; possessing compassion, tolerance, and generosity, treating students, trainees, and researchers (hereinafter collectively referred to as learners) kindly; protecting the legitimate rights and interests of learners, colleagues, and the community.

+ Dedicated to work; abiding by the rules and regulations of the public university and the relevant laws of the sector.

+ Fair in teaching and education, accurately assessing the true capabilities of learners; practicing thrift, combating achievement disease, corruption, and wastefulness.

+ Other professional ethical standards as prescribed by law.

What educational qualifications are required for teaching assistants in public universities in Vietnam?

Pursuant to Clause 2, Article 4 of Circular 40/2020/TT-BGDDT, the educational and training qualifications for teaching assistants in public universities are as follows:

Possess an undergraduate degree or higher appropriate to the job position, teaching field, or major.

Thus, in terms of educational qualifications, teaching assistants in public universities must have an undergraduate degree or higher appropriate to the job position, teaching field, or major.

What Are the Duties of Teaching Assistants in Public Universities?

Pursuant to Clause 1, Article 4 of Circular 40/2020/TT-BGDDT, the duties of teaching assistants in public universities are as follows:

- Supporting lecturers (Grade 3), principal lecturers (Grade 2), and senior lecturers (Grade 1) in teaching activities, including: preparing lectures, tutoring, guiding exercises, discussions, experiments, practice, internships, and grading;

- Studying and training to improve political theory, professional competence, and teaching methods; participating in practical activities to enhance the quality of training and scientific research;

- Participating in management tasks, Communist Party tasks, union tasks, and carrying out other duties according to the organizational and operational regulations of the public university and other relevant laws.

What is the current salary of teaching assistants in public universities in Vietnam?

According to Article 10 of Circular 40/2020/TT-BGDDT, the salary arrangement is prescribed as follows:

Salary Arrangement

  1. The professional positions of public employees specified in this Circular are applied under the salary table for specialized and professional positions for officials and public employees in public service providers of the State (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees and the armed forces. Specifically:

a) The position of senior lecturer (Grade I) is applied with the salary coefficient of public employees of category A3, group 1 (A3.1) from the salary coefficient of 6.20 to 8.00;

b) The position of principal lecturer (Grade II) is applied with the salary coefficient of public employees of category A2, group 1 (A2.1) from the salary coefficient of 4.40 to 6.78;

c) The position of lecturer (Grade III), teaching assistant (Grade III) is applied with the salary coefficient of public employees of category A1, from the salary coefficient of 2.34 to 4.98.

  1. The arrangement of the salary position is carried out after being appointed to the professional position under this Circular according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs guiding the arrangement of salary when upgrading, transferring, changing the type of officials and public employees, and according to the current legal regulations.

Thus, the salary of teaching assistants in public universities is applied with the salary coefficient of public employees of category A1, from the salary coefficient of 2.34 to 4.98 in the salary table for specialized and professional positions for officials and public employees in public service providers of the State (Table 3) issued together with Decree 204/2004/ND-CP.

According to Clause 2, Article 3 of Decree 73/2024/ND-CP regarding the statutory pay rate:

  1. The statutory pay rate serves as the basis:

a) To calculate the salary in the salary tables, allowances, and to implement other policies as prescribed by law for the subjects specified in Article 2 of this Decree;

b) To calculate the operational and living expenses as prescribed by law;

c) To calculate contributions and benefits according to the statutory pay rate.

  1. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
