Based on the provisions of Clause 1, Article 10 of the Regulations on Professional Standards for Teachers in General Education Institutions (Regulation) issued together with Circular 20/2018/TT-BGDDT, the procedures for assessment based on teacher professional standards in Vietnam comprise 3 steps as follows:
Step 1: Teachers self-assess according to the professional standards for teachers;
Step 2: The general education institution gathers feedback from colleagues within the professional group for the teachers being evaluated according to the professional standards;
Step 3: The head of the general education institution performs the evaluation and announces the evaluation results to the teachers based on the self-evaluation results of the teachers, feedback from colleagues, and practical performance of the teachers through authentic and appropriate evidence.

2. Classification of Evaluation Results
a) Meeting professional standards for teachers at a good level: All criteria are at least at a fairly good level, with at least two-thirds of the criteria at a good level, including the criteria in Article 5 of this Regulation at a good level;
b) Meeting professional standards for teachers at a rather good level: All criteria are at least at an achievable level, with at least two-thirds of the criteria at a fairly good level, including the criteria in Article 5 of this Regulation at a fairly good level or higher;
c) Meeting professional standards for teachers at an achievable level: All criteria are at least at an achievable level;
d) Not meeting professional standards for teachers: There are criteria assessed as not achieved (criteria are assessed as not achieved when they do not meet the requirements of the achievable level of that criterion).
Based on Article 5 of the Professional Standards for Teachers in General Education Institutions issued together with Circular 20/2018/TT-BGDDT, which has been suspended by Clause 2, Article 1 of Circular 29/2021/TT-BGDDT, the content specifies:
Standard 2. Professional Development
Master professional knowledge and proficiently perform professional tasks; regularly update and improve professional capacity to meet the requirements of educational innovation.
1. Criterion 3. Self-Professional Development
b) Fairly good level: Proactively research, promptly update the requirements for innovation on professional knowledge; creatively and appropriately apply forms, methods, and select learning content to improve your professional capacity;
c) Good level: Guide, support colleagues, and share experiences about developing your professional expertise to meet the needs of educational innovation.
2. Criterion 4. Develop Teaching and Educational Plans Based on Student Competence and Quality Development
a) Achievable level: Develop a teaching and educational plan;
b) Fairly good level: Proactively adjust teaching and educational plans to match the practical conditions of the school and locality;
c) Good level: Guide, support colleagues in developing teaching and educational plans.
3. Criterion 5. Apply Teaching and Educational Methods Based on Student Competence and Quality Development
a) Achievable level: Apply teaching and educational methods to develop student competence and quality;
b) Fairly good level: Proactively update, flexibly and effectively apply teaching and educational methods to meet the requirements of innovation, suitable to practical conditions;
c) Good level: Guide, support colleagues with knowledge, skills, and experience in applying teaching and educational methods based on student competence and quality development.
4. Criterion 6. Assessment and Evaluation Based on Student Competence and Quality Development
a) Achievable level: Use methods to assess and evaluate the learning results and progress of students;
b) Fairly good level: Proactively update, creatively apply forms, methods, tools to assess and evaluate based on student competence and quality development;
c) Good level: Guide, support colleagues with effective implementation experiences in assessing and evaluating the learning results and progress of students.
5. Criterion 7. Student Counseling and Support
a) Achievable level: Understand various student groups and grasp regulations on student counseling and support; integrate counseling and support activities into teaching and educational activities;
b) Fairly good level: Effectively implement measures to provide counseling and support suitable to individual student needs in teaching and educational activities;
c) Good level: Guide, support colleagues with effective implementation experiences in counseling and supporting students in teaching and educational activities.
The classification of evaluation results meeting the professional standards for teachers is as follows:
- Meeting professional standards for teachers at a good level: All criteria are at least at a fairly good level, with at least two-thirds of the criteria at a good level, including the criteria for professional and professional development at a good level;
- Meeting professional standards for teachers at a fairly good level: All criteria are at least at an achievable level, with at least two-thirds of the criteria at a fairly good level, including the criteria for professional and professional development at a fairly good level or higher;
- Meeting professional standards for teachers at an achievable level: All criteria are at least at an achievable level;
- Not meeting professional standards for teachers: There are criteria assessed as not achieved (criteria are assessed as not achieved when they do not meet the requirements of the achievable level of that criterion).
