Based on Clause 5, Article 9 of Decree 146/2018/ND-CP stipulates the method of payment of health insurance premiums for certain subjects as follows:

- For students specified in Clause 3, Article 4 of this Decree:
a) Periodically every 03 months, 06 months, or 12 months, students or their parents or guardians are responsible for making health insurance premiums according to the specified amount in Clause 2, Article 10 of this Decree to the social insurance agency;
b) The state budget supports as follows:
- Students studying at educational institutions or vocational education institutions under ministries and central agencies are supported by the central state budget. Periodically every 03 months, 06 months, or 12 months, the provincial Social Insurance consolidates the number of issued health insurance cards, the amount collected from students, and the amount supported by the state budget according to Form No. 1 of the Appendix issued together with this Decree, and sends it to Vietnam Social Security for compilation, and then submits it to the Ministry of Finance to transfer the funds to the health insurance fund according to the stipulations in Clause 9 of this Article.
- Students studying at other educational institutions or vocational education institutions are supported by the local budget, including any portion of the central state budget support (if any), based on the location of the educational institution's headquarters, irrespective of the student's permanent residency. Periodically every 03 months, 06 months, or 12 months, the social insurance agency consolidates the number of issued health insurance cards, the amount collected from students, and the amount supported by the state budget according to Form No. 1 of the Appendix issued together with this Decree, and sends it to the local finance agency to transfer the funds to the health insurance fund as stipulated in Clause 9 of this Article.
Based on Clause 7, Article 13 of Decree 146/2018/ND-CP which stipulates the validity period of health insurance cards as follows:

2. For subjects specified in Clause 3, Article 4 of this Decree:
a) Health insurance cards are issued annually for students at primary education institutions, specifically:
- For grade 1 students: The validity period starts from October 1 of the first year of primary school;
- For grade 12 students: The card is valid until the end of September 30 of that year.
b) Health insurance cards are issued annually for students at higher education institutions or vocational education institutions, specifically:
- For first-year students of a course: The card is valid from the date of enrolment, except in cases where the grade 12 student's card is still valid;
- For senior students of a course: The card is valid until the last day of the month in which the course ends.
Thus, the health insurance card for senior students is valid until the last day of the month in which the course ends. Therefore, depending on how many months the final year lasts, students need to purchase corresponding social insurance for 3 months, 6 months, or 12 months.
