Under Article 4 of the Law on National Defense and Security Education 2013, national defense and security education aims to educate citizens about knowledge of national defense and security to promote patriotism, the tradition of building and defending the country, national pride, and self-esteem, to enhance awareness, responsibility, and voluntary fulfillment of defense and security tasks, and to protect the Socialist Republic of Vietnam.

What are the principles of national defense and security education in Vietnam?

Under Article 5 of the Law on National Defense and Security Education 2013, national defense and security education must adhere to the following principles:

- National defense and security education must comply with the Constitution and laws of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam, with unified management by the State.

- National defense and security education is the responsibility of the political system and all the people, with the State playing a leading role.

- National defense and security education must be combined with political and ideological education, dissemination, legal education, and link with building a comprehensively strong base.

- National defense and security education must be comprehensive with focused and key areas through appropriate forms; a combination of theory and practice, and between theoretical and practical education.

- The curriculum and content of national defense and security education must be suitable for each target group and promptly respond to the actual situation.

- National defense and security education must ensure state secrets, planning, inheritance, development, scientific, modern, comprehensible, practical, and effective aspects.

What are the regulations on training national defense and security education teachers in Vietnam?

Under Article 24 of the Law on National Defense and Security Education 2013, the training, retraining, and recruitment of teachers and lecturers are regulated as follows:

Training, retraining, recruitment of teachers and lecturers

1. The training of teachers and lecturers in national defense and security education is regulated as follows:

a) Full-time training in the specialized field of national defense and security education, focusing for 4 years for candidates possessing an upper secondary diploma;

b) Second degree training, focusing for 2 years for candidates who possess a bachelor's degree in other majors;

c) Second degree training, focusing for 18 months for candidates who are teachers, lecturers currently teaching at upper secondary schools, vocational education institutions, higher education institutions and have a national defense and security education training certificate for a period of not less than 6 months.

2. Teachers and lecturers in national defense and security education are regularly trained and fostered at institutions of the people's armed forces, centers for national defense and security education.

3. The Government of Vietnam regulates the conditions for higher education institutions and institutions of the people's armed forces to train teachers and lecturers in national defense and security education; the Ministry of Education and Training decides which higher education institutions and schools of the people's armed forces are qualified to train teachers and lecturers in national defense and security education.

The Ministry of Education and Training, ministries, equivalent agencies, and the provincial People's Committee direct affiliated educational institutions to build plans for enrollment, training, and recruitment of national defense and security education teachers and lecturers at education levels from upper secondary education to higher education.

Thus, the training of national defense and security education teachers is regulated as follows:

- Full-time training in the specialized field of national defense and security education, focusing for 4 years for candidates possessing an upper secondary diploma;

- Second-degree training, focusing for 2 years for candidates who possess a bachelor's degree in other majors;

- Second-degree training, focusing for 18 months for candidates who are teachers, lecturers currently teaching at upper secondary schools, vocational education institutions, and higher education institutions and have a national defense and security education training certificate for not less than 6 months.
