What are the norms for the number of teachers in a Public Preschool in Vietnam?
Based on Article 5 Circular 19/2023/TT-BGDDT, the regulation is as follows:
Norms for the number of specific professional titles
- Preschool Teachers:
a) For Infant Groups: A maximum of 2.5 teachers per group of 15 children aged from 03 months to 12 months; 20 children aged from 13 months to 24 months; 25 children aged from 25 months to 36 months.
b) For Kindergarten Classes: A maximum of 2.2 teachers per class of 25 children aged from 3 years to 4 years; 30 children aged from 4 years to 5 years; 35 children aged from 5 years to 6 years.
c) In preschools where the number of children does not meet the required number for forming a group/class as mentioned in points a and b, or where there are excess children after forming groups/classes according to points a and b, the teaching staffing ratio will be calculated based on the average number of children per age group as follows: For every 6 children aged 3 to 12 months, 8 children aged 13 to 24 months, 10 children aged 25 to 36 months, 11 children aged 3 to 4 years, 14 children aged 4 to 5 years, or 16 children aged 5 to 6 years, an additional 1.0 teacher will be allocated.
d) For Mixed Age Infant Groups or Mixed-Kindergarten Classes, the teacher allocation follows the ratios specified in points a and b.
dd) For school locations with only 01 infant group or 01 kindergarten class that does not meet the number requirements in points a and b, a 2.0 teacher allocation per group/class will apply.
- Education Support for Disabled Children:
a) In preschools with disabled children integrated into regular classes: For preschools with fewer than 20 disabled children, an allocation of 01 support staff; for 20 or more disabled children, a maximum of 02 support staff. Each group/class can reduce its size by 05 children per disabled child integrated. Each group/class can integrate no more than 02 disabled children.
b) If it is not possible to assign specialized staff for supporting disabled children, labor contracts can be established, or the task can be assigned to teachers as additional duties.
Therefore, the norms for the number of teachers in public preschools is as follows:
- For infant groups: A maximum of 2.5 teachers per group of 15 children aged from 03 months to 12 months; 20 children aged from 13 months to 24 months; 25 children aged from 25 months to 36 months. (1)
- For kindergarten classes: A maximum of 2.2 teachers per class of 25 children aged from 3 years to 4 years; 30 children aged from 4 years to 5 years; 35 children aged from 5 years to 6 years. (2)
- For preschools that do not have enough children to form groups/classes or where there are excess children after forming groups/classes according to regulations, the teaching staffing ratio will be based on the average number of children per age group as follows:For every 6 children aged 3 to 12 months, 8 children aged 13 to 24 months, 10 children aged 25 to 36 months, 11 children aged 3 to 4 years, 14 children aged 4 to 5 years, or 16 children aged 5 to 6 years, an additional 1.0 teacher will be allocated.
- For mixed age infant groups or mixed-kindergarten classes, the teacher allocation follows ratios as in (1) and (2).
- For school locations with only 01 infant group or 01 kindergarten class that does not meet the number requirements in (1) or (2), a 2.0 teacher allocation per group/class will apply.

What Types of Preschools are there in Vietnam?
Based on Article 4 of the Preschool Charter issued together with Circular 52/2020/TT-BGDDT, the types of preschools are regulated as follows:
Types of Preschools
- Public preschools invested in and fully funded by the State, representing public ownership.
- Community preschools invested in and fully funded by local community organizations and individuals in villages, hamlets, communes, wards, and commune-level towns.
- Private preschools invested in by domestic or foreign investors and fully funded by them.
Therefore, the types of preschools are:
- Public preschools;
- Community preschools;
- Private preschools.
What are the Duties and Powers of Preschools in Vietnam?
Based on Article 3 of the Preschool Charter issued together with Circular 52/2020/TT-BGDDT, the duties and powers of preschools are as follows:
- Develop the orientation and development strategy of the school according to the regulations of the Ministry of Education and Training, ensuring suitability with local socio-economic conditions, the school's vision, mission, and core values.
- Organize activities to nurture, care for, and educate children aged 03 months to 06 years according to the preschool education program issued by the Minister of Education and Training.
- Proactively propose recruitment needs, participate in recruiting staff, teachers, and employees in public schools; manage and use staff, teachers, and employees to perform tasks of nurturing, caring for, and educating children.
- Implement activities to ensure quality and education quality accreditation according to regulations. Publicly announce the goals, programs, educational plans, conditions for ensuring education quality, results of quality evaluation, and accreditation.
- Implement democracy, accountability in school management.
- Mobilize children of preschool age to attend school; manage children; organize inclusive education for children with special needs, disabled children; implement universal preschool education for five-year-olds within the assigned scope; support other preschool institutions in the area to improve the quality of educational activities as assigned by competent authorities.
- Mobilize, manage, and use resources according to legal regulations; build facilities in line with standardization and modernization requirements.
- Advise local authorities, cooperate with families or caregivers and organizations, and individuals to execute activities of nurturing, caring for, and educating children.
- Organize activities for administrators, teachers, employees, and children relevant to the community.
- Perform other duties and powers according to legal regulations.
