According to Article 14 of the Regulations on the standards of infrastructure for preschools, primary schools, lower secondary schools, upper secondary schools, and schools with multiple educational levels (hereinafter referred to as the Regulations) issued with Circular 13/2020/TT-BGDDT, the minimum facility standards for a lower secondary school in Vietnam are as follows:

(1). Administrative Block

- Principal’s Office is equipped with a workspace with all necessary office machines and equipment as per current regulations;

- Vice-Principal’s Offic is equipped with all necessary office machines and equipment as per current regulations;

- Administrative Office must have one room; fully equipped with office machines and equipment as per current regulations;

- Security Room must have one room, located near the entrance of the school with a convenient observation point;

- Restrooms for Teachers and Staff are arranged according to functional block rooms, with separate restrooms for males and females; equipment quantity: for males, 1 urinal per 15 people, 1 toilet per 20 people, 1 hand basin per 4 toilets but not fewer than 1; for females, 1 toilet per 15 people, 1 hand basin per 2 toilets but not fewer than 1. Separate restrooms should be conveniently located for use without affecting the environment;

- Parking Area for Teachers and Staff should have a roof and ample space for teachers and staff of the school.

(2). Academic Block

- Classrooms: the school must ensure a minimum of 0.6 rooms per class; fully equipped with: student desks and chairs according to standards and enough seating for students; teacher’s desk and chair; classroom board; lighting system and fan system;

- Music Classroom: the school must have at least 1 room;

- Art Classroom: the school must have at least 1 room;

- Technology Classroom: the school must have at least 1 room;

- Natural Science Classroom: the school must have at least 2 rooms;

- Computer Classroom: the school must have at least 1 room;

- Foreign Language Classroom: the school must have at least 1 room;

- Multi-functional Classroom: the school must have at least 1 room.

(3). Learning Support Block

- Library: each school must have at least 1 library, each school point must have a shared bookshelf; the library must have at least the following functional areas: book storage, management area (library staff workspace), reading area for teachers and students;

- Educational Equipment Room: the school must have at least 1 room; fully equipped with shelves and cabinets for storing and preserving teaching equipment for the whole school;

- Counseling Room and Support for Students with Disabilities: the school must ensure 1 room, located on the first floor;

- Traditional Room: the school must ensure 1 room; fully equipped;

- Youth Union and Team Activities Room: the school must ensure 1 room; fully equipped; can be combined with the traditional room.

(4). Auxiliary Block

- Meeting Room for All School Staff, Teachers, and Employees: the school must ensure 1 room, fully equipped according to current regulations;

- Professional Group Rooms: the school must have at least 1 room used jointly for professional groups; for schools larger than 30 classes, there must be at least 2 rooms; fully equipped according to current regulations;

- School Health Room: the school must ensure 1 room; with a medicine cabinet of essential drugs, first-aid tools, and a hospital bed;

- Warehouse: the school must ensure 1 room; for storing common tools and school supplies;

- Student Parking Area should have a roof; arrange an area for students with disabilities near the entrance/exit;

- Student Restrooms are arranged according to functional block rooms, separate restrooms for males and females, ensuring accessibility for students with disabilities; equipment quantity: for males, 1 urinal, 1 toilet, and 1 hand basin for 30 students (in the case of making urinals, ensure a trough length of 0.6m for 30 students), with a partition between the toilet and urinal area; for females, 1 toilet and 1 hand basin for 20 students. Separate restrooms should be conveniently located for use without affecting the environment;

- Gate, Fence: the school's and school points' campus must be separated from the outside by a protective fence (built wall or green hedge), ensuring solidity and safety; the school gate must be solid, firm to attach the gate and school name sign.

(5). Playground and Sports Area

- There is a common school yard for organizing whole-school activities; the yard must be flat, with shade trees;

- Sports yard must be safe and equipped with physical activity tools and equipment for students.

(6). Service Block

- Kitchen (for schools providing meals) is separated from the academic and learning support blocks; follows a one-way operation system, ensuring hygiene;

- Kitchen Supply Room (for schools providing meals) must separate storage for food and other supplies; has convenient and independent entry/exit routes, with areas divided for each type of food; equipped with food preservation equipment;

- Dining Room (for schools offering boarding): ensuring to serve students; fully equipped;

- Boarding Dormitory (for schools offering boarding): ensuring enough sleeping rooms for students, with separate restrooms and baths; gender-separated areas; fully equipped;

- Boarders' Management Room (for schools offering boarding): located in the boarding area, used by teachers for managing boarding students;

- Common Living Room (for schools offering boarding): located in the boarding area, near the students’ boarding rooms; fully equipped.

(7). Technical Infrastructure

- Clean Water Supply System: meeting usage demands, ensuring regulations and quality standards for water according to current regulations; drainage system with covered canals and waste treatment system ensuring wastewater quality requirements before discharging into the environment;

- Electrical Supply System: ensuring sufficient capacity and safety for the school’s operations;

- Fire Prevention and Fighting System: complying with current regulations;

- Information Technology and Communication Infrastructure: phone; internet connection serving the school’s activities;

- Waste Collection Area: independently located, far from functional blockrooms, at the downwind end; having a separate entry/exit route, facilitating waste collection and transportation; with its drainage system, not affecting the environment. There must be a separate collection area for hazardous chemicals and experimental waste.

(8). Construction Standards for Items in clauses 1, 2, 3, 4, 5, 6 Article 14 of the Regulations issued with Circular 13/2020/TT-BGDDT must be of permanent or semi-permanent construction. The ratio of permanent constructions must not be less than 40%.

(9). Teaching Equipment

- Teaching equipment must meet the standards set by the Ministry of Education and Training;

- Subject classrooms must be fully equipped with desks, chairs, cabinets, shelves, electricity and water systems, ventilation, other support equipment, and teaching tools, tailored to the specialized nature of each subject.

What are the standards for the location, scale, and area of a lower secondary school in Vietnam?

According to Article 13 of the Regulations issued with Circular 13/2020/TT-BGDDT, the standards for the location, scale, and area of a lower secondary school are as follows:

(1). Requirements for the School Location

- Suitable for the local educational development plan;

- The surrounding environment must ensure safety for students, staff, teachers, and employees;

- Convenient transportation for students to attend school; meeting fire and explosion prevention requirements.

(2). Scale

- A lower secondary school must have a minimum scale of 8 classes and a maximum of 45 classes;

- Depending on local conditions, school points can be arranged in different areas to facilitate student attendance. Arrange no more than 2 school points, each with no fewer than 3 classes.

(3). The area of the Construction Site, school points are determined based on the number of classes, the number of students with an average minimum of 10m² per student; for mountain urban areas, central urban areas with limited land, the average minimum is 8m² per student. For schools with boarding arrangements, the construction site area for boarding service facilities must ensure 6m² per boarding student.

(4). Floor Area Standards for Construction Items

- Administrative block rooms are implemented as per current regulations;

- Blocks: academic rooms; learning support rooms; auxiliary areas; playground and sports areas; service areas are detailed in Appendix 3 issued with Circular 13/2020/TT-BGDDT.

(5). Construction Items directly serving teaching activities and organizing educational activities are no more than 4 floors high; ensuring conditions for accessibility and use for students with disabilities.
