Pursuant to Clause 4, Article 10 of the Regulation on Minimum Facility Standards for kindergartens, primary schools, lower secondary schools, upper secondary schools, and schools with multiple educational levels issued by the Ministry of Education and Training, attached to Circular 13/2020/TT-BGDDT, primary schools must meet the following minimum facility criteria for the auxiliary rooms:
- Meeting room: ensure there is 01 room, fully equipped with devices as specified by current regulations; used as a communal activity and workspace for teachers outside of teaching hours;
- School health room: ensure there is 01 room; equipped with a medicine cabinet containing essential medicines, first aid kits, and a sickbed;
- Storage room: ensure there is 01 room; for storing general equipment and educational supplies of the school;
- Student parking area: with a roofed shelter; allocate a parking area for disabled students near the entrance/exit;
- Student restrooms: allocated according to the functional room clusters, with separate male and female restrooms, ensuring accessibility for disabled students; equipment quantity: for males, 01 urinal, 01 toilet, and 01 washbasin per 30 students (in the case of a urinal trough, ensure a length of 0.6m for 30 students), with walls/partitions between the urinal and toilet; for females, 01 toilet and 01 washbasin per 20 students.
For separate restrooms, positions should be conveniently placed for use, without affecting the environment;
- Gate, fence: the school premises, school point must be separated from the outside by a protective fence (either a built wall or green hedge), ensuring sturdiness and safety. The school gate, school point must be solid and sturdy to attach the gate and the school's nameplate.

What are the minimum facility standards for the administrative rooms of primary schools in Vietnam?

- Principal's office: with a working room and fully equipped office machinery and devices according to current regulations;
- Vice Principal's office: fully equipped with office machinery and devices as per current regulations;
- Office: ensure there is 01 room; fully equipped with office machinery and devices as per current regulations;
- Security room: ensure there is 01 room; located near the main entrance of the school, with a favorable observation position;
- Teacher, staff restrooms: allocated according to the functional room clusters, with separate male and female restrooms; equipment quantity: for males, 01 urinal per 15 people, 01 toilet per 20 people, 01 washbasin per 04 toilets but not less than 01; for females, 01 toilet per 15 people, 01 washbasin per 02 toilets but not less than 01.
For separate restrooms, the position should be conveniently placed for use, without affecting the environment;
- Teacher, staff parking area: with a roofed shelter and enough space for all school teachers and staff.
Are primary schools in Vietnam allowed to mobilize sponsorships for facility construction?
Pursuant to Article 3 of Circular 16/2018/TT-BGDDT on regulations regarding sponsorships for educational institutions within the national educational system as follows:
Content of mobilizeing and receiving sponsorship
1. Educational institutions are allowed to mobilize and receive sponsorships for the following purposes:
a) Equipments and tools for teaching and learning; devices for scientific research; renovation, repair, construction of project items catering to educational activities at the institution;
b) Support for educational, training, and scientific research activities within the institution.
2. Sponsorships are not to be mobilizeed for expenses including: teaching remunerations; direct expenses for management staff, teachers, lecturers, and employees, security activities, and protection; remuneration for supervising student transportation; remuneration for maintaining classroom sanitation, school sanitation; granting rewards to management staff, teachers, and employees; and management support costs of the institution.
Therefore, primary schools are allowed to mobilize sponsorship for the construction of project items to support educational activities at the institution.
However, it should be noted that sponsorship should not be mobilizeed for paying the remuneration for maintaining classroom sanitation and school sanitation.
