Based on Article 38 of the Primary School Regulations issued together with Circular 28/2020/TT-BGDDT:

Commendation and Discipline

1. Commendation and discipline for students are conducted according to the regulations of the Ministry of Education and Training.

2. Students with outstanding achievements, students who excel in fulfilling study and training tasks, and those who actively participate in competitive movements or have significant contributions to the class as voted by their peers or have other extraordinary accomplishments shall be commended by teachers, the school, and educational management levels in the following forms: commendation in front of the class or the whole school, awarding certificates of merit or letters of commendation.

3. Students with shortcomings during their studies, training, and competitive movements, depending on the severity of the violation, may face the following disciplinary measures: reminders, direct support to help students progress; informing the students' parents to coordinate assistance to help students correct their shortcomings. Teachers are not allowed to criticize students in front of the whole class, the whole school, or in meetings with parents.

Based on Article 13 of the Regulation on Assessment for Primary School Students issued together with Circular 27/2020/TT-BGDDT:

Commendation

1. The principal grants certificates of merit to students:

a) Year-end commendation:

- Outstanding Student Achievement: awarded to students who meet the evaluation level of Excellent Completion;

- Exemplary Achievement in Study and Training: awarded to students whose educational results are evaluated as Good Completion, and who have outstanding achievements in at least one subject or show significant improvement in at least one quality, capacity recognized by the class.

b) Unexpected commendation: awarded to students with extraordinary achievements during the school year.

2. Students with special achievements may be considered by the school for higher-level commendation.

3. Administrative staff and teachers can send letters of commendation to students who achieve or show effort in their study, training of quality, capacity, or perform good deeds.

At the end of the school year, primary school students may be commended at two levels:

- Outstanding Student Achievement

- Exemplary Student Achievement

In addition, forms of commendation include: commendation in front of the class or the whole school, awarding certificates of merit or letters of commendation. Primary school students with extraordinary achievements during the school year may be awarded unexpected commendations.

Based on Clause 2, Article 9 of the Regulation on Assessment for Primary School Students issued together with Circular 27/2020/TT-BGDDT:

Summarizing Educational Assessment Results

2. At the end of the school year, based on the process of summarizing the assessment results in each subject, educational activities, and each essential quality and core capacity, the homeroom teacher shall:

a) Assess students' educational results according to four levels:

- Excellent Completion: students who achieve evaluation results in subjects and educational activities at the Good Completion level; qualities and capacities at the Good level; year-end examination results in subjects obtaining 9 points or above;

- Good Completion: students who do not reach the Excellent Completion level but achieve evaluation results in subjects and educational activities at the Good Completion level; qualities and capacities at the Good level; year-end examination results in subjects obtaining 7 points or above;

- Completion: students who do not reach the Excellent Completion and Good Completion levels but achieve evaluation results in subjects and educational activities at the Good Completion or Completion levels; qualities and capacities at the Good or Completion levels; year-end examination results in subjects obtaining 5 points or above;

- Incomplete: students who do not belong to the above categories.

b) Record comments, summarized evaluation results, and the achievements of students that are commended during the year in the student record.

Primary school students who score 9 points or above in year-end examinations in subjects achieve the level of outstanding student achievement.

Is meeting outstanding completion conditions a requirement to successfully complete the class program in Vietnam?

Based on Article 11 of the Evaluation Standards for Primary School Students issued together with Circular 27/2020/TT-BGDDT, the provisions are as follows:

Consideration for Completing Class Program and Elementary Education Program

1. Consideration for completing the class program:

a) Students are confirmed to have completed the class program if they are evaluated in one of three levels: Excellent Completion, Good Completion, or Completion.

b) For students not confirmed to have completed the class program, teachers shall develop plans, guide, and assist; conduct additional evaluations to consider completing the class program.

Outstanding completion is one of the conditions for completing the class program.

Students achieving the Good Completion and Completion levels will also be confirmed to have completed the class program.
