What are the latest requirements for Grade 1 lower secondary school teachers in terms of training and education in Vietnam?

Pursuant to Clause 3, Article 5 of Circular 03/2021/TT-BGDDT (amended by Clause 2 and Clause 6, Article 3 of Circular 08/2023/TT-BGDDT), the requirements for Grade 1 lower secondary school teachers in terms of training and education are as follows:

Standards of Training and Education

(1) A bachelor’s degree or higher in the field of teacher education for lower secondary school teachers.

In case the subject does not have enough teachers with a bachelor's degree in the field of teacher education, a bachelor's degree in a relevant field and a certificate of professional pedagogical training for lower secondary school teachers according to the program issued by the Minister of Education and Training are required;

(2) A certificate of training according to the standards of professional titles for lower secondary school teachers.

What are the seniority requirements for Grade 2 lower secondary school teachers who want to be promoted to Grade 1 in Vietnam?

The conditions for taking the promotion exam for professional titles as stipulated in Clause 4, Article 5 of Circular 03/2021/TT-BGDDT (amended by Clause 3 and Clause 7, Article 3 of Circular 08/2023/TT-BGDDT) for Grade 1 lower secondary school teachers - Code V.07.04.30 are as follows:

4. Standards of professional capacity and expertise

e) Capable of proposing to the school measures to strengthen the coordination between the school and relevant organizations and individuals in implementing teaching and education activities for students;

g) Capable of guiding, supporting colleagues, and sharing experiences in developing professional capacity and expertise;

h) Capable of applying information technology in professional activities; able to use foreign languages or ethnic minority languages as required by the job position;

i) Recognized as a meritorious emulation fighter at the ministry/sector/province Grade or higher; or awarded a certificate of merit from the provincial Grade or higher; or recognized for achieving one of the following titles: excellent teacher, excellent homeroom teacher, excellent Young Pioneer Team counselor from the district Grade or higher;

k) Public employees taking the exam or being considered for promotion to the professional title of Grade 1 lower secondary school teacher (code V.07.04.30) must have held the position of Grade 2 lower secondary school teacher (code V.07.04.31) or equivalent for at least 06 (six) years up to the deadline for submitting the application for the exam or promotion consideration.

Public employees taking the exam or being considered for promotion to the professional title of Grade 1 lower secondary school teacher (code V.07.04.30) must have held the position of Grade 2 lower secondary school teacher (code V.07.04.31) or equivalent for at least 06 (six) years up to the deadline for submitting the application.

Thus, according to the regulations, Grade 2 lower secondary school teachers who want to be promoted to the professional title of Grade 1 lower secondary school teacher must have held the position of Grade 2 lower secondary school teacher or equivalent for at least 06 (six) years up to the deadline for submitting the application for the exam.

Is the appointment of the professional title of Grade 2 lower secondary school teachers in Vietnam based on the current job position?

According to the principles of appointment to the professional title for lower secondary school teachers stipulated in Article 6 of Circular 03/2021/TT-BGDDT, it is stated:

Principles of Appointment to the Professional Title for lower secondary school Teachers

1. The appointment to the professional title for lower secondary school teachers prescribed in this Circular must be based on the current job positions and ensure meeting the standards of professional titles stipulated in Articles 3, 4, and 5, and the regulations in Article 7 of this Circular.

2. When appointing teachers from the professional title of lower secondary school teacher according to the provisions of Joint Circular No. 22/2015/TTLT-BGDDT-BNV dated September 16, 2015, of the Ministry of Education and Training and the Ministry of Home Affairs defining the code, standards of professional titles for public lower secondary school teachers (hereinafter referred to as Joint Circular 22/2015/TTLT-BGDDT-BNV) to the professional title of lower secondary school teacher prescribed in this Circular, it is not combined with promotion to a higher professional title.

3. The appointment to a higher professional title is not based on the training qualifications for newly recruited lower secondary school teachers.

The appointment to the professional title for lower secondary school teachers prescribed in Circular 03/2021/TT-BGDDT must be based on the current job positions.

Thus, in accordance with the regulations, the appointment to the professional title for Grade 2 lower secondary school teachers must be based on the current job position they are holding.
