What are the latest guidelines for transferring to another upper secondary school in Vietnam? What documents are required for transferring to another upper secondary school in Vietnam?
Transferring to another upper secondary school is a fundamental right of upper secondary school students, whereby upper secondary school students have the right to transfer schools for justifiable reasons as per the current regulations. The transfer procedures are carried out in accordance with the regulations of the Minister of Education and Training of Vietnam.
Based on Subsection 1, Section A, Part 2 of the Administrative Procedures being replaced, in the field of Secondary Education under the management functions of the Ministry of Education and Training, issued with Decision 941/QD-BGDDT in 2022, the upper secondary school transfer procedures are guided as follows:
Step 1: Prepare the upper secondary school transfer documents including:
- A transfer application signed by the father, mother, or guardian.
- Academic records (original).
- Certificate of admission to the initial grade level of upper secondary school, specifying the type of school admitted (public or private).
- Transfer recommendation letter from the principal of the originating school.
- Transfer recommendation letter from the Director of the Department of Education and Training (for upper secondary school level) from the province, city of origin (in case of transferring from another province or city).
* Note: The quantity of upper secondary school transfer documents is 01 set.
Step 2: Submit the documents
- For transfers within the same province, city: Submit the documents directly to the upper secondary school desired for transfer.
- For transfers from another province, city: Submit the documents to the Department of Education and Training at the destination.
Step 3: upper secondary school Transfer Resolution
- Transfers within the same province, city: The principal of the receiving school reviews and resolves the case as per the regulations of the Director of the Department of Education and Training.
- Transfers from another province, city: The destination Department of Education and Training receives, checks the documents, and introduces the student to a school.
The transfer is carried out at the end of the first semester of the school year or during the summer before the start of the new school year. Exceptions regarding timing are considered and decided by the Director of the Department of Education and Training at the destination.

What are rights of upper secondary school students in Vietnam?
Based on Article 35 of the lower secondary school, upper secondary school and multi-level school charter issued with Circular 32/2020/TT-BGDDT, in addition to the right to transfer schools for justifiable reasons as per current regulations, and the general rights stated in Article 83 of the Education Law 2019, upper secondary school students also have the following rights:
- Receive comprehensive education with fairness, be provided with time, facilities, hygiene and safety to learn in class and self-learn at home, be informed of their education and training, and be able to use learning, cultural and sport equipment of their schools as per the law.
- Receive respect, protection and fair and democratic treatment, complain to their schools and education authorities about decisions concerning themselves; transfer school with legitimate reason as per existing regulations; enter school before the compulsory starting age, skip a grade and study at an age higher than the compulsory attendance age according to regulations in Article 33 of Circular 32/2020/TT-BGDDT.
- Participate in activities for development of their gifts in academic subjects, sports and art organized by their schools if able to.
- Students eligible for social benefits, disadvantaged students and gifted students may receive sponsorship or other benefits as per the law.
- Transfer school if eligible according to regulations following school transfer procedures stipulated by the Minister of Education and Training.
- Enjoy other rights as per the law.
What disciplinary measures shall be applied to upper secondary school students in Vietnam?
Based on Clause 2, Article 38 of the lower secondary school, upper secondary school and multi-level school charter issued with Circular 32/2020/TT-BGDDT, the reward and discipline for upper secondary school students are as follows:
Reward and discipline
1. Teachers, secondary schools and education authorities shall reward students with learning and training achievements in the following ways:
a) Commend them in front of the class or the whole school.
b) Grant them titles for students according to regulations.
c) Grant certificates and certificates of merit to students with outstanding achievements or exceptional improvement in learning or emulation movements and competition winners according to regulations and with permission from the Ministry of Education and Training.
d) Other ways to reward.
2. Students making a mistake during the learning and training process shall be corrected or disciplined in the following ways:
a) Give the student a reminder, directly support them in correcting their mistake.
b) Reprimand the student, inform the student’s parent(s) to have the parent(s) cooperate in supporting the student in correcting their mistake.
c) Suspend the student’s study at school for a definite period and take other correcting measures according to regulations from the Ministry of Education and Training.
Thus, upper secondary school students will be disciplined when they violate mistake in the learning and training process; the forms of disciplinary action include:
- Give the student a reminder, directly support them in correcting their mistake.
- Reprimand the student, inform the student’s parent(s) to have the parent(s) cooperate in supporting the student in correcting their mistake.
- Suspend the student’s study at school for a definite period and take other correcting measures according to regulations from the Ministry of Education and Training.
