Pre-university school
- A pre-university school is a specialized type of school. The State establishes pre-university schools for ethnic minority children and children of families residing in areas with especially difficult socio-economic conditions, aiming to contribute to the training and creation of a source of officials for these regions.
- Pre-university schools are prioritized in investment of facilities, equipment, and budget, and the selection and arrangement of staff, teachers, and employees to ensure the teaching by teachers and the learning by students.
- The management staff, teachers, employees, and students of pre-university schools receive preferential policies according to State regulations.

Position and function of pre-university schools
- Pre-university schools are subject to the State management of education by the Ministry of Education and Training; they are subject to administrative management according to the territorial division of the provincial People’s Committee, where the school is headquartered.
- Pre-university schools have legal person status, possess a seal, and are allowed to open accounts at banks and the State Treasury.
- Pre-university schools function to implement the ethnic policy of the Communist Party and the State in creating a source of officials for mountainous and ethnic areas.
Thus, the pre-university schools are established by the State with the function of implementing the ethnic policy of the Communist Party and the State in creating a source of officials for mountainous and ethnic areas.

What is the term of office of a pre-university school principal in Vietnam?
Based on Article 7 of the Regulation issued together with Circular 24/2011/TT-BGDDT (amended by Clause 2, Article 1 of Circular 41/2013/TT-BGDDT):
Principal
- The principal is the representative of the school, executes and implements assigned tasks, directly manages and operates the school's activities according to legal regulations, and is responsible for their decisions regarding related issues.
- Standards for a pre-university school principal: good political and ethical qualities; reputable, capable of management, and has held a position from department head or department head-equivalent of a high school or higher for at least 5 years; has professional capabilities and experience teaching at high school or pre-university level; holds a master’s degree or higher; has been trained in educational management; is in good health. The age at the time of principal appointment is not more than 55 for males and not more than 50 for females.
- The Minister of Education and Training appoints and dismisses the principal of the pre-university school. The principal is appointed and reappointed on a term basis, each term being 5 years, and cannot hold the position for more than two consecutive terms. The process for appointing a pre-university school principal is conducted according to current regulations.
Thus, the term of office of a pre-university school principal is 5 years. The principal of a pre-university school cannot hold the position for more than two consecutive terms.
What are the responsibilities of a pre-university school principal regarding organization and personnel in Vietnam?
According to Clause 1, Article 9 of the Regulation issued together with Circular 24/2011/TT-BGDDT concerning organization and personnel responsibilities of the pre-university school principal:
- Develop planning for the development of the teaching staff; organize training and retraining for the teaching staff, officials, and employees; take care of the material and spiritual life and create conditions for teachers, officials, employees, and students to participate in union activities and social activities;
- Organize competitive examinations for teachers, officials, and employees; decide on the acceptance and transfer of titles according to State regulations. Sign decisions on recruitment, dismissal, and transfer of teachers, officials, employees, and labor contracts according to legal regulations;
- Implement democratic regulations in school activities;
- Ensure students' rights according to this Regulation and current regulations;
- Implement periodic reporting policies on the school's activities;
- Implement reward and discipline policies according to State regulations;
- Ensure order, security, and safety in the school;
- Participate in the principals' council as prescribed by the Minister of Education and Training.
