Based on Subsection 1, Section II of Joint Circular 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT, the factors determining the regional allowance for teachers are:

- Natural geographical factors such as adverse climate indicated by extreme levels of temperature, humidity, altitude, air pressure, wind speed, etc., that can affect human health;

- Remoteness, sparsity (low population density, far from cultural, political, and economic centers, distance from the mainland), inadequate roads, bridges, schools, medical facilities, and commercial services making travel difficult and affecting both the material and spiritual life of people:

Additionally, when determining the regional allowance, other special difficult factors, border regions, islands, and swampy areas can be considered for supplementation.

- Regional allowance is primarily determined according to the administrative boundary of communes, wards, and commune-level towns (collectively referred to as communes). State agencies, units, and companies located in particularly classified commune areas enjoy the level of regional allowance of that commune. Some special cases, distant from residents or bordering multiple communes are considered for a separate regional allowance.

- When the determinants used for regional allowance or the commune areas change (division, merging, new establishment, etc.), the regional allowance is defined or adjusted accordingly.

Area proposed for regional allowance (commune, ward, commune-level town; boundaries of the agency, unit, state company), explanation, and clear demarcation of the administrative boundaries of the unit proposed for regional allowance, drawing a map of the administrative boundaries of the commune, ward, commune-level town (or agency, unit, state company bordering multiple communes, wards, commune-level towns) with waterway, road traffic, altitude or depth relative to sea level;

Detailed explanation of the factors related to determining the regional allowance, the current regional allowance level of adjacent communes (if any), and the proposed regional allowance level to be applied;

Estimated number of subjects eligible for regional allowance in the area and the required budget to adjust or supplement the regional allowance for the relevant subjects in the area (specifically for subjects eligible for salary, allowance, stipend monthly from the state budget).
