What are the duties of higher education quality accreditation organizations in Vietnam?
Pursuant to Clause 1, Article 52 of the Law on Higher Education 2012 as amended by Clause 28, Article 1 of the Law on amendments to Law on Higher Education 2018, the provisions on higher education quality accreditation organizations are as follows:
Higher Education quality accreditation organizations
1. Higher education quality accreditation organizations have the duty to evaluate and accredit higher education institutions and training programs that meet higher education quality assessment standards.
Higher education quality accreditation organizations have legal status, independent organizational structure from state management agencies and higher education institutions, and are responsible for accountability and liable to the law for their quality accreditation activities and results.
- Higher education quality accreditation organizations are established when they meet the conditions and have a founding project as prescribed by law; they are permitted to operate when they have adequate physical facilities, equipment, finances, and a team of resident accreditors as prescribed by law.
- The Government of Vietnam prescribes the conditions and procedures for establishment, operational permission, and dissolution of higher education quality accreditation organizations; responsibilities and authorities of these organizations; the conditions and procedures for foreign quality accreditation organizations to be recognized and operate in Vietnam.
- The Minister of Education and Training decides on the establishment or permits the establishment of higher education quality accreditation organizations; decides on operational permission, suspension, and dissolution of these organizations; decides on the recognition and revocation of the recognition of foreign quality accreditation organizations operating in Vietnam; prescribes the monitoring and evaluation of higher education quality accreditation organizations.
Thus, the duty of higher education quality accreditation organizations is to evaluate and accredit higher education institutions and training programs that meet higher education quality assessment standards.

Procedures for establishing public higher education quality accreditation organizations or approving the establishment of private higher education quality accreditation organizations in Vietnam
According to Article 98 of Decree 46/2017/ND-CP as amended by Clause 40, Article 1 of Decree 135/2018/ND-CP, the procedures for establishing public higher education quality accreditation organizations or permitting the establishment of private higher education quality accreditation organizations are as follows:
* The Minister of Education and Training decides on the establishment of public higher education quality accreditation organizations or permits the establishment of private higher education quality accreditation organizations.
Step 1: Organizations or individuals submit the dossier to the Ministry of Education and Training.
- Submission method: directly or by post- The dossier includes 01 set, comprising:
+ Proposal for the establishment of the higher education quality accreditation organization;+ Establishment scheme for the higher education quality accreditation organization. The scheme must clearly state:
+ Organizations or individuals proposing the establishment or requesting permission for establishment;
+ Proposed name of the quality accreditation organization in Vietnamese and English or other languages if necessary; proposed headquarters location;
+ Objectives, duties; objects and scope of quality accreditation activities;
+ Proposed number and qualification structure of accreditors;
+ Organizational structure and personnel;+ Physical, financial resource conditions;
+ Development plan, roadmap, and implementation solutions for each period;
- Personal resume verified by the commune-level People’s Committee for individuals proposing the establishment or certified copies from the original, notarized copies, or copies with the original for comparison of the establishment decision for the organization proposing the establishment;- Proposed Director, Deputy Directors (if any), and members of the quality accreditation council with their resumes verified by their workplace or the commune-level People’s Committee; certified copies from the original, notarized copies, or copies with the original for comparison of evaluator cards and diplomas.
Step 2: Completion, appraisal, and decision on establishment or permission to establish higher education quality accreditation organizations
Within 5 working days from the date of receiving the dossier, if the dossier is incomplete as per regulations, the Ministry of Education and Training will notify in writing for the organization or individual to amend and supplement the dossier.
Within 15 working days from the date of receiving a complete dossier, the Ministry of Education and Training will appraise the dossier and check the authenticity of the documents.
If meeting the conditions as prescribed, the Minister of Education and Training will decide on the establishment or permit the establishment of the higher education quality accreditation organization; if not, a written notification will be issued stating the reason.
What are the conditions for operating a higher education quality accreditation organization in Vietnam?
According to Article 99 of Decree 46/2017/ND-CP as amended by Clause 41, Article 1 of Decree 135/2018/ND-CP, the conditions for operating a higher education quality accreditation organization are as follows:
- Having a stable operating headquarters; having enough office space for accreditors with a minimum area of 08 m²/person.
- Having at least 10 accreditors.
