Pursuant to Clause 1, Article 6 of Circular 48/2020/TT-BGDDT, the duties of a physical education teacher at a primary school are as follows:

- Provide advice to school leadership on diversifying forms of organizing sports activities; take a core role in organizing sports activities; manage, direct, and guide the establishment of sports clubs, maintain and develop the school’s sports movement.

- Based on the needs of the learners and the actual conditions of the school, proactively advise on mobilizing resources, including in-house physical education teachers and lecturers and inviting external instructors for professional guidance to effectively organize sports activities.

- Identify and train students with sports talents to participate in local, national, and international sports competitions; propose specific solutions to assist students with poor physical conditions who do not meet the Physical Education curriculum requirements or standards; students with congenital conditions may be exempted or practice with appropriate content and forms.

- Perform other duties of an educator as prescribed by current regulations.

What are the rights of physical education teachers at a primary school in Vietnam?

Pursuant to Clause 1, Article 6 of Circular 48/2020/TT-BGDDT, the rights of physical education teachers at a primary school include:

- Receiving training, professional development, and enhancement of knowledge, skills, and methods for organizing sports activities within the school.

- Being facilitated to participate in training for the school’s sports team students.

- Enjoying the rights and policies of teachers and lecturers and other policies in the field of physical education and sports as per current regulations.

What conditions must physical education teachers at a primary school meet?

According to Article 66 of the Education Law 2019, which regulates the position and role of educators, it is stipulated as follows: Educators perform teaching and educational tasks in educational establishments, excluding entities specified in Point c, Clause 1, Article 65 of the Education Law 2019.

Educators teaching at preschool, general education, and other educational establishments, and those teaching at the primary and intermediate level are called teachers; educators teaching higher education levels are called lecturers.

We can see that physical education teachers teaching at primary schools are also considered educators.

Based on Clause 1, Article 4 of Decree 11/2015/ND-CP (replaced by Point a, Clause 2, Article 45 of Decree 15/2019/ND-CP) regulating that teachers and lecturers in Physical Education and sports must meet the standards and training levels of educators as stipulated in Articles 70 and 77 of the Education Law 2005 which has been replaced by Articles 67 and 72 in the Education Law 2019 as follows:

* Standards for educators are stipulated in Article 67 of the Education Law 2019, including:

- Possess good qualities, ideologies, and ethics;

- Meet professional standards according to the job position;

- Have the skills to update and enhance professional competence;

- Ensure health as required by the profession.

* Standard training levels for educators are stipulated in Article 72 of the Education Law 2019 as follows:

- Standard training levels for educators are regulated as follows:

+ Hold a pedagogical college degree or higher for preschool teachers;

+ Have a bachelor’s degree in teacher training or higher for primary, secondary, and high school teachers. In case the subject lacks teachers with a bachelor’s degree in teacher training, a bachelor’s degree in a relevant field and a pedagogical professional certificate are required;

+ Hold a master's degree for university-level educators; hold a doctoral degree for educators teaching and guiding master's theses and doctoral dissertations;

+ Standard training levels for educators teaching in vocational education institutions follow the Law on Vocational Education.

- The Government of Vietnam regulates the roadmap for implementing the training standards upgrade for preschool, primary, and secondary teachers as stipulated in Points a and b, Clause 1, Article 4 of Decree 11/2015/ND-CP (replaced by Point a, Clause 2, Article 45 of Decree 15/2019/ND-CP). The Minister of Education and Training, and the Minister of Labor - Invalids and Social Affairs, within their responsibilities and authority, stipulate the use of educators in cases that do not meet the regulations in Clause 1, Article 4 of Decree 11/2015/ND-CP (replaced by Point a, Clause 2, Article 45 of Decree 15/2019/ND-CP).

Additionally, regarding the training and professional development of physical education teachers at primary schools as stated in Article 73 of the Education Law 2019:

- The state has a policy for the training and professional development of educators to enhance their political, professional, and technical competence; educators dispatched for training receive salaries and allowances as prescribed by the Government of Vietnam.

- Educational institutions are responsible for creating conditions for educators to achieve standard training levels as prescribed by law.
