According to Clause 1, Article 17 of the Regulations on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT, the admission to these schools must ensure the following 03 principles:
- Comply with the regulations of the lower secondary school and upper secondary school enrollment regulations issued by the Ministry of Education and Training;
- Ensure the selection of students with intelligent qualities, good results in training and studying at the lower secondary school level, and sufficient ability to study at schools for the gifted;
- Ensure accuracy, objectivity, fairness, transparency, and equality between schools for the gifted belonging to the province and those belonging to higher education institutions.

What are the duties and rights of students in upper secondary schools for the gifted in Vietnam?
Students of upper secondary schools for the gifted will have both the duties and rights of students as stipulated in the Charter of lower secondary schools, upper secondary schools, and multi-level schools, and the duties and rights mentioned in Article 16 of the Regulations issued with Circular 05/2023/TT-BGDDT.

(1) Duties and rights according to the Charter of lower secondary schools, upper secondary schools, and multi-level schools issued with Circular 32/2020/TT-BGDDT:
- Duties of students
+ Perform learning and training tasks according to the school's educational program and plan.
+ Respect parents, staff, teachers, school staff, and the elderly; be united, help each other in learning and training; follow the school's charter and regulations; comply with state laws.
+ Train their body, maintain personal hygiene.
+ Participate in collective activities of the school, class, Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union; help their families, engage in labor and social activities, environmental protection activities, and traffic safety.
+ Preserve, protect school and public property; contribute to building, protecting, and promoting the school's traditions.
- Rights of students
+ Have equal access to comprehensive education, be ensured conditions for time, facilities, hygiene, and safety to study in class and self-study at home; receive information about their learning and training; use equipment and facilities for learning, cultural, and sports activities of the school according to regulations.
+ Be respected and protected, treated equally and democratically, have the right to complain to the school or educational management authorities about decisions concerning them; have the right to transfer schools for legitimate reasons according to current regulations; study ahead of schedule, skip grades, study at an age higher than the prescribed age according to Article 33 of the Charter issued with Circular 32/2020/TT-BGDDT.
+ Participate in activities to develop talents in subjects, sports, and arts organized by the school if they meet the conditions.
+ Receive scholarships or other allowances according to regulations for students eligible for social policies, students with life difficulties, and particularly talented students.
+ Transfer schools if eligible according to regulations; the transfer procedures follow the Ministry of Education and Training's regulations.
+ Enjoy other rights as prescribed by law.
(2) Duties and rights according to Article 16 of the Regulations issued with Circular 05/2023/TT-BGDDT
- Actively participate in exams, contests, cultural, social activities, and scientific research as required by the school.
- Early intellectually developed students may skip grades as decided by the management authority of the school for the gifted.
- Be provided with boarding conditions when needed; enjoy preferential policies as prescribed for school for the gifted students.

What are regulations on organization of classes of upper secondary schools for the gifted in Vietnam?
Article 8 of the Regulations issued with Circular 05/2023/TT-BGDDT stipulates the organization of classes in upper secondary schools for the gifted as follows:
- Classes in schools for the gifted are organized according to subjects in the general education program issued by the Minister of Education and Training, including: Literature, History, Geography, Foreign Languages, Mathematics, Informatics, Physics, Chemistry, Biology (hereinafter referred to as specialized classes).
- No non-specialized classes are organized in upper secondary schools for the gifted.
- Each specialized class has no more than 35 students.
- Based on the conditions to ensure educational quality and the proposal of the principal of the school for the gifted, the management authority of the school for the gifted decides the number of subjects to be organized into specialized classes (hereinafter referred to as specialized subjects) and the number of specialized classes for each specialized subject.
