Pursuant to Article 54 of the Higher Education Law 2012 (amended by Clause 29, Article 1 of the Amended Higher Education Law 2018):
Lecturers
- Lecturers in higher education institutions must be clear in personal background; possess good qualities and ethics; have sufficient health to perform their tasks; and have qualifications meeting the regulations of this Law, the organizational and operational regulations of higher education institutions.
- Lecturer ranks include teaching assistants, lecturers, senior lecturers, associate professors, and professors. Higher education institutions appoint lecturer ranks in accordance with legal regulations, organizational and operational regulations, job position criteria, and the needs of the respective higher education institution.
- The minimum qualification requirement for a higher education teaching rank is a master's degree, except for teaching assistants; the qualification for a lecturer teaching master's and doctoral levels is a doctoral degree. Higher education institutions prioritize recruiting individuals with doctoral degrees as lecturers; fostering and providing benefits for leading professors to develop training fields.
- The Minister of Education and Training stipulates the standards and appointment of lecturer ranks according to authority; the minimum percentage of permanent lecturers at higher education institutions; the standards for practical lecturers, and lecturers of some specialized training fields.
Thus, higher education lecturers include the following ranks:
- Teaching Assistant;
- Lecturer;
- Senior Lecturer;
- Associate Professor;
- Professor.
What are the duties and rights of higher education lecturers in Vietnam?
According to Article 55 of the Higher Education Law 2012 (amended by Clause 30, Article 1 of the Amended Higher Education Law 2018), higher education lecturers have the following duties and rights:
- Teaching, developing training programs, fully implementing, and ensuring the quality of training programs;
- Researching, developing scientific applications and technology transfer, ensuring training quality.
- Studying and improving political theory, professional expertise, and teaching methods; participating in practical activities to improve the quality of training and scientific research.
- Maintaining lecturers' quality, reputation, and honor.
- Respecting the personality of learners, treating learners fairly, and protecting the legitimate rights and interests of learners.
- Participating in the management and supervision of higher education institutions, participating in Communist Party, mass organizations, and other activities.
- Being independent in professional opinions during teaching, scientific research on the principle of conforming to the interests of the State and society; being allowed to sign contracts for guest lectures and scientific research with higher education institutions, research institutions, agencies, and other organizations as per regulations of the higher education institution where they are employed.
- Being appointed to lecturer titles, being awarded the titles of "People's Teacher," "Outstanding Teacher," and being rewarded according to legal regulations.
- Other duties and rights according to the organizational and operational regulations of higher education institutions and other related legal regulations.

What are the State's policies for higher education lecturers in Vietnam?
Pursuant to Article 56 of the Higher Education Law 2012, the policies for lecturers are as follows:
- Lecturers in higher education institutions are sent to further their education, improve their professional expertise; enjoy salary, occupational preferential allowances, seniority allowances, and other allowances according to the regulations of the Government of Vietnam.
- Lecturers in higher education institutions in areas with particularly difficult socio-economic conditions are provided with housing, enjoy allowance policies and other preferential policies according to the regulations of the Government of Vietnam.
- The State has policies to assign and second lecturers to work at higher education institutions in areas with particularly difficult socioeconomic conditions; encouraging lecturers in higher education institutions in favorable regions to work in higher education institutions in areas with particularly difficult socioeconomic conditions; creating conditions for lecturers in these regions to feel secure in their work.
- Lecturers with doctoral degrees, lecturers with professor or associate professor titles working in higher education institutions can extend their working time beyond the retirement age to continue teaching, conducting scientific research if they meet health requirements, voluntarily extend their working time, and their higher education institution requires it.
What are prohibited acts for higher education lecturers in Vietnam?
Pursuant to Article 58 of the Higher Education Law 2012, higher education lecturers are prohibited from performing the following acts:
- Insulting the honor and dignity, infringing upon the bodily integrity of learners and others.
- Committing fraud in training activities and scientific research.
- Abusing the title of educator and educational activities to commit law violations.
