According to Article 4 of the Organizational and Operational Regulations of the Continuing Education Center, issued together with Circular 10/2021/TT-BGDDT, the duties and powers of the Continuing Education Center are as follows:
- Organize and implement educational and training programs:
+ Literacy eradication program.
+ Continuing education programs at the secondary school level to grant secondary education diplomas; continuing education programs at the high school level to grant high school diplomas for individuals entitled to social policy, persons with disabilities, individuals of school-going age according to the local annual plan, and workers in need of completing the general education program.
+ Educational programs that meet learners' requirements, update knowledge, skills, and transfer technology in the areas of law education, culture, society, sports, art, environment, health, economy, and finance; skills education programs; technology transfer programs in labor and production contributing to increasing labor productivity.
+ Training and professional development programs to enhance professional qualifications and occupational competence, including: foreign language, computer science, and cultural knowledge training; ethnic minority language training for officials working in ethnic and mountainous areas; regular teacher training; training for teachers in secondary and high schools in comprehensive technical education and vocational guidance.
Professional development programs for teachers to meet the demand for enhanced professional qualifications and skills; and other developmental programs to improve professional qualifications and occupational competence for the team of officials and public employees according to local plans and lifelong learning needs of the public.
- Connect domestic and international educational and training activities as stipulated by the Education Law 2019 and related laws. Organize learning, practice, and experiential opportunities for learners through cooperation and linkage of educational and training programs.
- Exercise self-management rights as prescribed by law and the following specific provisions:
+ Decide on the center's goals, mission, strategy, and development plan;
+ Decide on the establishment of the organizational structure, development of the teaching staff, and management personnel based on the center's strategy and development plan; define the functions and tasks of the organizations within the center;
+ Financial revenue and expenditure, investment in developing conditions to ensure training quality as regulated by law; decide on the tuition fee for the program that meets learners' needs according to financial autonomy regulations for the center;
+ Enrollment and management of learners; development of educational programs; organize the compilation or selection of study materials suitable for the educational objectives of each program; manage and issue certificates to learners as prescribed by law;
+ Organize and implement scientific and technological research activities, international cooperation in alignment with the center's strategy and development plan; ensure the quality of education at the center; choose educational quality accreditation organizations for registration.
- Mobilize, manage, and utilize resources according to the law.
- Build, invest in educational facilities, and equipment as required by educational and training programs.
- Recruit, use, and manage teachers, management staff, and public employees; organize activities for teachers to update and enhance professional skills; organize activities for teachers, public employees, and learners to participate in social activities.
- Implement the democratic regulations within the center.
- Implement policies on information, reporting, and accountability to competent authorities, learners, and the public.
- Other duties and powers as prescribed by law.
