According to the regulations in Subsection 1 Section 3 of Circular 08/TT 1988 by the Ministry of Education and Training, the disciplinary measures for students who are late to school are as follows:
Forms of Discipline Execution:
In accordance with the Ministry's regulations, the execution of discipline for high school students who commit violations in implementing their rights and responsibilities consists of five forms, to be applied specifically as follows:
- Reprimand before the class:
Students who commit one of the following violations during the implementation of school rules, their rights and responsibilities will be reprimanded before the class:
- Absent from school without permission for 3 or more periods within a month.
- Failing to learn the lessons, complete assignments, or adequately prepare for class as required by teachers 3 times or more within a month.
- Being late to school or labor sessions without bringing the required tools three times or more within a month.
- Using vulgar language, gambling (playing the lottery), smoking cigarettes...
- Committing violations of school prohibitions, even just once, but causing a certain harm to the school's comprehensive education such as: cheating or helping others cheat during exams, behaving unethically towards teachers, parents, friends, and others, causing disunity among study groups, covering for or agreeing with the wrongful actions of a friend, failing to report known wrongdoings to the school for prompt prevention, or any other misconduct with equivalent harm.
- The decision to reprimand before the class will be made by the homeroom teacher after consulting with the class committee and class representatives and promptly announced during weekly class meetings, after which the homeroom teacher reports to the Principal for tracking.
Thus, based on the above regulation, if a student is late to school as set by the school 3 times or more within a month, they will be reprimanded before the class.

Can teachers in Vietnam impose monatery fines on students for being late?
Pursuant to the regulations in Section 3 of Circular 08/TT 1988 by the Ministry of Education and Training, there are five disciplinary forms for students:
+ Reprimand before the class;
+ Reprimand before the school disciplinary council;
+ Warning before the entire school;
+ Suspension from school for one week;
+ Expulsion for 1 year.
Among these disciplinary forms, there is no form involving monatery fines. Therefore, teachers are not allowed to fine students for being late. Specifically, for the act of being late, teachers can only discipline by reprimanding before the class if the student is late 3 times or more within a month as stipulated by the school.
Additionally, if a teacher fines students for being late, they may be subject to administrative penalties for violating disciplinary procedures according to Article 30 of Decree 88/2022/ND-CP:
Violation of regulations on student discipline; disrespecting the honor and dignity, infringing upon students' bodies; violating policy regulations on students
- Fine from 5,000,000 VND to 10,000,000 VND for any of the following acts:
a) Disciplining students unjustly;
b) Disrespecting honor and dignity, infringing upon a student's body without reaching the level of criminal liability.
- Fine from 10,000,000 VND to 15,000,000 VND for acts violating policy regulations on students.
- Remedial measures:
a) Cancel disciplinary decisions and restore students' learning rights for violations under point a, clause 1 of this Article;
b) Publicly apologize to students whose honor and dignity are disrespected, or whose bodies are infringed for violations under point b, clause 1 of this Article, unless the affected student or their legal guardian requests not to publicly apologize.
c) Comply with students' policy regulations for violations of clause 2 of this Article.
It is clear that if a teacher disciplines students improperly, specifically by fining them for being late, they may face fines ranging from 5,000,000 VND to 10,000,000 VND and must also undertake remedial measures.
What actions are students in Vietnam prohibited from doing?
According to Article 37 of the Charter of lower secondary schools, upper secondary schools, and schools with multiple levels issued with Circular 32/2020/TT-BGDDT, the prohibited actions for students are:
+ Disrespecting the dignity, honor, or infringing on the bodies of teachers, staff, other school employees, other students, or others.
+ Cheating in studies, tests, exams, and admissions.
+ Buying, selling, or using alcohol, beer, cigarettes, addictive substances, other stimulants, fireworks, or explosive substances.
+ Using mobile phones and other devices during class time that are not for educational purposes and not permitted by teachers.
+ Fighting, causing disorder, or insecurity in school and public places.
+ Using or exchanging cultural products with contents inciting violence or depravity; using harmful toys or playing harmful games detrimental to personal healthy development.
+ Students must not commit other prohibited acts as stipulated by law.
