Based on Official Dispatch 3898/BGDDT-GDTH in 2024 guiding the implementation of primary education tasks for the academic year 2024-2025 issued by the Ministry of Education and Training of Vietnam,
Guidelines for teaching foreign language 1 under to the General Primary Education Program are as follows:
- For Grade 1 and Grade 2: continue implementing the optional English program, ensuring the requirements stipulated in the General Education Program.
For foreign languages other than English, including German, Korean, Russian, Japanese, French, and Chinese, which already have programs issued by the Ministry of Education and Training, the schools, based on their ability to implement and the needs of students and parents, may proactively choose to offer these optional subjects in Grade 1 and Grade 2 and select teaching materials as per the Ministry of Education and Training's regulations.
When implementing optional Foreign Language 1 instruction in Grade 1 and Grade 2, ensure continuity with the compulsory foreign language subject from Grade 3; the teaching hours should be appropriate for initial familiarization without overloading students;
Conduct assessment with a focus on regular evaluations to support learning, without using assessment results for grade promotion;
Optional Foreign Language 1 in Grade 1 and Grade 2 must be included in the school's educational plan as per the regulations.
- For Grade 3, Grade 4, and Grade 5: implement measures to organize compulsory Foreign Language 1 teaching;
Choose from already available Foreign Language 1 subjects suitable for the organizational capabilities of educational institutions, and the needs of students and parents, ensuring continuity and adhering to the requirements stated in the foreign language subject programs and directives from the Ministry of Education and Training.
Implement the use of the English Learning Material System on computers and online for primary level according to Plan 160/KH-BGDDT in 2024 of the Ministry of Education and Training regarding the deployment of the English Learning Material System on computers and online for the primary level, invested according to Decision 4374/QD-BGDDT in 2021 by the Ministry of Education and Training, based on the existing information technology infrastructure of the education sector, locality, and educational institutions. Ensure quality, practicality, and suitability to the conditions and responsiveness of the locality.
Encourage educational institutions to practice private investment in English teaching voluntarily to increase learning hours; teach foreign languages through Mathematics and Science topics; teach certain subjects in a foreign language.
Strengthen organization for teachers and students to learn foreign languages through television, media, and other appropriate learning resources.
Promote foreign language practice through activities such as storytelling, experiential activities, creating foreign language environments outside the classroom, playgrounds, and exchanges for students as directed by the Ministry of Education and Training.

Based on subsection 1 of Section I Official Dispatch 681/BGDDT-GDTH in 2020 guiding the organization of optional English teaching for Grade 1 and Grade 2 according to the 2018 General Education Program issued by the Ministry of Education and Training, the regulations are as follows:
- Organize optional English teaching to meet the requirements specified in the Grade 1 and Grade 2 English familiarization program according to the 2018 General Education Program.
- Organize enough four skills: listening, speaking, reading, and writing, with a primary focus on developing listening and speaking skills;
- Organize diverse teaching and learning methods, including both classroom and outdoor learning;
- Create a maximum environment for students to use and demonstrate English; promote the development of a reading culture with English books and stories appropriate to the English familiarization stage of students.
- When implementing, attention should be paid to factors that create interest and enthusiasm for the subject, without causing overload or stress for students.
