What are the current criteria for the title of "People's Teacher" in Vietnam?
Pursuant to Article 7 of Decree 35/2024/ND-CP, the title "People's Teacher" is conferred upon individuals who are loyal to the homeland, adhere to the guidelines of the Communist Party, policies, and laws of the State, possess good ethical qualities, as defined in Clause 1, Article 2 of Decree 35/2024/ND-CP, have been awarded the title "Meritorious Teacher", and meet the following standards:
(1). A teacher with at least 20 years of direct teaching experience; for educational administrators at educational institutions, educational administrative agencies, or educational research officers, there must be at least 25 years of work experience in the sector, of which at least 15 years are in direct teaching or management.
(2). Devotion, dedication to the profession, loving, treating learners fairly and respecting their personality; reputable for expertise, widely influential in the field and in society, a shining example, an exemplary teacher, outstanding in innovation in management, education, and teaching; capable of advising, consulting, supporting colleagues in professional activities and professional development; actively participating in social activities, making significant contributions for the benefit of the community, for education and training; respected by learners, colleagues, and the public.
(3). Excellent pedagogical talent is stipulated for different subjects as follows:
- Teachers and administrators at preschools, not considered under point g clause 3, Article 7 of Decree 35/2024/ND-CP:
+ Author of one recognized initiative effectively applied in education or management, capable of being widely adopted in ministries, agencies, provinces.
+ Participation in compiling one training document for training programs organized by ministries, agencies, provinces, or in compiling one specialized report at conferences or workshops organized by ministries, agencies, provinces, or one participation in developing preschool education programs approved by the Ministry of Education and Training.
- Teachers and administrators at general education institutions, continuing education institutions, boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, reform schools, specialized schools, pre-university schools, vocational education centers, secondary vocational schools not considered under point g clause 3, Article 7 of Decree 35/2024/ND-CP:
+ Author of one recognized initiative effectively applied in teaching or management, capable of being widely adopted in ministries, agencies, provinces, or project leader of one provincial, ministerial scientific, and technological task accepted at the pass level or above.
+ Participation in compiling two training documents for training programs organized by ministries, agencies, provinces, or in compiling two specialized reports at conferences or workshops organized by ministries, agencies, provinces, or two participations in developing educational programs, textbooks, subjects, or local educational materials approved by the Ministry of Education and Training, relevant levels, or lead editor of one curriculum or project leader of two institutional-level scientific and technological tasks accepted.
- Teachers and administrators at colleges, district politics centers, provincial politics schools, training facilities for officials and public employees of ministries, agencies must meet the following standards:
+ Author of two recognized initiatives effectively applied in teaching or management, capable of being widely adopted in ministries, agencies, provinces, or project leader of one provincial, ministerial scientific, and technological task accepted at the pass level or above.
+ Author of three scientific articles; lead editor of one curriculum or chief editor of three training documents for programs organized by ministries, agencies, provinces.
- Teachers and administrators at higher education institutions, educational researchers must meet the following standards:
+ Project leader of one national scientific and technological task accepted at the pass level or above or project leader of two provincial, ministerial scientific, and technological tasks accepted at the pass level or above.
+ Author of ten scientific articles, lead editor of one curriculum, advisor to two successful Ph.D. thesis defenses.
- Managers at educational administrative agencies at the departmental or provincial levels must meet the following standards:
+ Author of three recognized initiatives effectively applied in education, teaching, or management, capable of being widely adopted in ministries, agencies, provinces, or project leader of one provincial, ministerial scientific, and technological task accepted at the pass level or above.
+ Participation in compiling two training documents for programs organized by ministries, agencies, provinces, or in compiling two specialized reports at conferences or workshops organized by ministries, agencies, provinces.
- Managers at educational administrative agencies at the general departments, ministries, agencies must meet the following standards:
+ Project leader of one national scientific and technological task accepted at the pass level or above or project leader of two provincial, ministerial scientific, and technological tasks accepted at the pass level or above.
+ Author of five scientific articles or chief editor of one curriculum or participant in drafting five legal normative documents issued.
- Teachers and managers at educational institutions who have worked for five years or more in areas with particularly difficult socio-economic conditions, schools and classes for disabled persons, or inclusive education support centers must meet the following standards:
+ Participation in compiling one training document for programs organized by ministries, agencies, provinces, or in compiling one specialized report at conferences or workshops organized by ministries, agencies, provinces, or author of one recognized initiative effectively applied in teaching or management, capable of being widely adopted in ministries, agencies, provinces.
+ Effective implementation measures in supporting education, teaching learners with special circumstances to excel in study, building schools and classes, mobilizing learners with special circumstances, and difficulties to attend school and maintaining student numbers, confirmed by higher-level management agencies or awarded.
- The standards for excellent pedagogical talent stipulated in clause 3, Article 7 of Decree 35/2024/ND-CP are equivalently converted to the achievements listed in Appendix 1 and Appendix 2 attached to Decree 35/2024/ND-CP.
(4). Contributions and achievements in the education and training cause as follows:
- Awarded the title of teacher of the year at the provincial level once or the title of Emulation Fighter at the ministerial, agency, provincial level once.
Awarded the Prime Minister's Certificate of Merit once or the national Emulation Fighter once or once awarded a medal. For teachers and administrators at preschools, primary schools, lower secondary schools, reform schools, continuing education institutions, vocational education centers, and secondary vocational schools, awarded the merit certificate twice at the ministerial, agency, provincial level.
- The standards for contributions and achievements in the education and training cause stipulated in point a, clause 4, Article 7 of Decree 35/2024/ND-CP are equivalently converted to the achievements listed in Appendix 1 attached to Decree 35/2024/ND-CP.
(5). For heads, deputy heads of agencies, organizations, units, Chairpersons of the University Council, Vice-Chairpersons of the University Council (if applicable); Chairpersons of the School Council, Vice-Chairpersons of the School Council (if applicable); Directors, Vice-Directors of universities, academies; Principals, Vice-Principals of higher education institutions, and equivalents, the collective managed by the individual must achieve the title of "Advanced Labor Collective" or "Advanced Unit" for three consecutive years preceding the recommendation year, including two of the following emulation titles or forms of commendation: "Excellent Labor Collective"; "Unit Determined to Win"; certificates of merit at the ministerial, agency, provincial level; emulation flags at the ministerial, agency, provincial level; state-level emulation titles, forms of commendation.
In cases where the collective is not eligible for the title of "Advanced Labor Collective" or "Advanced Unit," it can be replaced with emulation flags at the ministerial, agency, provincial level or certificates of merit at the ministerial, agency, provincial level or state-level emulation titles, forms of commendation.
