What are the criteria regarding educational results for Level-3 lower secondary schools in Vietnam from January 25, 2025?

Under Clause 4, Article 21 of the Regulations on education quality accreditation and recognition of conformity with national standards for lower secondary schools, upper secondary schools and multilevel education institutions issued together with Circular 18/2018/TT-BGDDT as amended by Clause 16, Article 2 of Circular 22/2024/TT-BGDDT (effective from January 25, 2025), the criteria regarding educational results for Level-3 lower secondary schools in Vietnam are as follows:

(1) Student learning and training results:

- Excellent learning results: the percentage of students with excellent learning results from schools in disadvantaged areas must be at least 5% for lower secondary schools, upper secondary schools, and 20% for gifted schools; for other areas, at least 10% for lower secondary schools, upper secondary schools, and 25% for gifted schools;

- Good learning results: the percentage of students with good learning results from schools in disadvantaged areas must be at least 30% for lower secondary schools, 20% for upper secondary schools, and 55% for gifted schools; for other areas, at least 35% for lower secondary schools, 25% for upper secondary schools, and 60% for gifted schools;

- Unqualified learning results: the percentage of students with unqualified learning results in lower secondary schools, upper secondary schools in disadvantaged areas should not exceed 10%; in other areas, not more than 5%; gifted schools should not have students with unqualified learning results;

- Behavioral results: the percentage of secondary and upper secondary school students evaluated as Fair or Good should be at least 90% and 98% for gifted schools;

(2) Dropout rates and class repetition rates:

- Disadvantaged areas: no more than 3% dropout rate and no more than 5% class repetition rate; gifted schools should have no class repetition or dropouts;

- Other areas: no more than 1% dropout rate and no more than 2% class repetition rate; gifted schools should have no class repetition or dropouts.

What is the external assessment process for lower secondary schools in Vietnam?

Pursuant to Article 28 of the Regulations on education quality accreditation and recognition of conformity with national standards for lower secondary schools, upper secondary schools and multilevel education institutions issued together with Circular 18/2018/TT-BGDDT, the external assessment process for lower secondary schools includes the following steps:

1. Studying the assessment dossier.

2. Conducting the preliminary on-site survey.

3. Conducting the official on-site survey.

4. Drafting the external assessment report.

5. Collecting feedbacks on the draft report from the assessed secondary school.

6. Finalizing the external assessment report.

What are the regulations on notification of external assessment results for lower secondary schools in Vietnam?

Under Article 33 of the Regulations on education quality accreditation and recognition of conformity with national standards for lower secondary schools, upper secondary schools and multilevel education institutions issued together with Circular 18/2018/TT-BGDDT, the notification of external assessment results is regulated as follows:

- After reaching unanimous opinions amongst members of the external assessment commission, it shall send a draft external assessment report to the assessed secondary school to receive their feedbacks.

- Within 10 working days of receipt of the draft external assessment report, the assessed school shall be responsible for sending the external assessment commission a written official document, clearly stating whether they agree or disagree with the draft report; in case of disagreeing on the draft external assessment report, the reasons must be clearly explained.

Within 10 working days from the day on which the assessed school’s feedbacks are received, the external assessment commission must notify the assessed school in writing of whether their feedbacks are accepted or challenged. In the latter case, reasons must be clearly stated. Within 10 subsequent working days from the day on which a notice of whether their feedbacks are accepted or challenged is issued, the external assessment commission shall finalize the external assessment report for submission to the Department of Education and Training and the assessed school.

- After the duration of 10 working days starting on the day on which the assessed school receives the draft external assessment report, if they do not give any feedback, it is considered they have agreed that draft report. Within 10 subsequent working days, the external assessment commission shall send the final external assessment report to the Department of Education and Training and the assessed school.
