Who are the subjects of admission for ethnic boarding schools in Vietnam?
According to Article 9 of the Regulations on the organization and operation of ethnic minority boarding schools issued together with Circular 04/2023/TT-BGDDT, the ethnic minority boarding schools enroll the following individuals:
- Students who are from ethnic minorities and have been residing continuously for 36 months or more up to the day of application submission at:
- Wards, commune-level towns in Area 3 and particularly difficult villages in ethnic minority areas and mountainous regions, as well as very difficult communes in coastal and island regions as prescribed by competent authorities (hereinafter collectively referred to as particularly difficult villages and communes);
- Wards, commune-level towns in Area 2 and Area 1 in ethnic minority and mountainous regions as prescribed by competent authorities.
- Ethnic minority students belonging to the very small ethnic groups stipulated in Decree 57/2017/ND-CP, including students from the 16 ethnic groups with a population of less than 10,000: Cong, Mang, Pu Peo, Si La, Co Lao, Bo Y, La Ha, Ngai, Chut, O Du, Brâu, Ro Mam, Lo Lo, Lu, Pa Then, La Hu. (2)
- Students who are of the Kinh ethnic group and have been residing continuously for 36 months or more up to the day of application submission at particularly difficult villages and communes. (3)
Ethnic Minority Boarding Schools may not enroll more than 10% of Kinh students out of the total annual admission quota.
- In the event that the number of students from the categories specified in (1), (2), (3) is smaller than the scale of the ethnic minority boarding school in the area, the provincial-level People's Committee may prescribe additional areas to generate training resources for minorities to enroll more disadvantaged students who have been residing continuously for 36 months or more up to the day of application submission.

What are conditions and application documents for applying to ethnic minority boarding upper secondary schools in Vietnam?
According to Article 10 of the Regulations on the organization and operation of ethnic minority boarding schools issued together with Circular 04/2023/TT-BGDDT, the conditions and application documents for applying to ethnic minority boarding upper secondary schools are as follows:
* Conditions for applying to ethnic minority boarding upper secondary schools:
- Belong to the target group for admission specified in Article 9 of the Regulations on the organization and operation of ethnic minority boarding schools issued together with Circular 04/2023/TT-BGDDT;
- Comply with the regulations on admission to secondary and upper secondary schools issued by the Ministry of Education and Training.
* Application documents for applying to ethnic minority boarding upper secondary schools:
- For secondary school admission:
+ A valid copy of the birth certificate;
+ Legal basis to confirm residency information;
+ The primary school academic record or other documents substituting the academic record;
+ Documents confirming priority policies issued by competent agencies (if any);
- For upper secondary school admission:
+ A valid copy of the birth certificate;
+ Legal basis to confirm residency information;
+ An authenticated copy or a photocopy attached with the original for comparison of the secondary school graduation certificate or temporary secondary school graduation certificate;
+ The secondary school academic record;
+ Documents confirming priority policies issued by competent agencies (if any).
What are the duties of ethnic minority boarding schools in Vietnam?
According to Article 3 of the Regulations on the organization and operation of ethnic minority boarding schools issued together with Circular 04/2023/TT-BGDDT, ethnic minority boarding schools perform the tasks stipulated in the school's Charter and the following duties:
- Caring for, nurturing, and managing boarding students; ensuring conditions for boarding students to study, eat, live, and carry out activities safely at school.
- Organizing specific educational activities appropriate for boarding students.
- Educating students about the ethnic policies of the Communist Party and the State; the cultural identity and good traditions of Vietnam's ethnic groups; the awareness of contributing to socio-economic development in ethnic minority and mountainous areas, and regions with particularly difficult socio-economic conditions.
- Providing vocational and traditional craft education suitable to the students' capabilities and qualities, and the local socio-economic development conditions and requirements.
- Monitoring, counting the number of students, evaluating the educational effectiveness annually and in each stage, to develop appropriate measures to improve the quality of education at ethnic minority boarding schools.
