How many parent meetings are held in a School Year for primary level in Vietnam?
According to Clause 1, Article 9 of the Regulation on the Representative Committee for Student Parents, issued in conjunction with Circular 55/2011/TT-BGDDT, the parent meetings are regulated as follows:
Activities of Parents and the Representative Committee for Student Parents
1. Meetings of all student parents:
a) At the beginning of the school year, the homeroom teacher organizes a meeting of all student parents to elect the class’s representative committee members as stipulated in Point a, Clause 1, Article 3 of this regulation. During the school year, organize three meetings of all student parents: at the beginning of the school year, at the end of the first semester, and at the end of the school year, and organize extraordinary meetings when at least 50% of the student parents request;
b) Whether or not to organize a meeting of all school parents is decided by the school’s parent representative committee.
Therefore, an elementary school year will have three parent meetings specifically:
- Parent meeting at the beginning of the year
- Parent meeting at the end of the first semester
- Parent meeting at the end of the school year
Additionally, if at least 50% of the student parents request, an extraordinary meeting will be organized.

- Rights of the head of the class parent representative committee:
+ Assign specific tasks to the deputy head and members, preside over meetings of the class parent representative committee, represent the committee to cooperate with the homeroom teacher in organizing educational activities for students;
+ Communicate with the homeroom teacher about the activities of parents, reflect parents' opinions on the quality of education and teaching;
+ Together with the homeroom teacher, consider and propose commendations, rewards, or disciplinary actions for students in the class.

The deputy head of the class parent representative committee assists the head and acts on behalf of the head in managing certain assigned tasks.
[3] Responsibilities and rights of the members of the class parent representative committee:
Members of the class parent representative committee are responsible for fulfilling the tasks assigned by the class parent representative committee and the school parent representative committee.

[1] Responsibilities of the school parent representative committee:
- Coordinate with the Principal to implement the school's duties for the year and educational activities as agreed upon at the beginning-of-the-year meeting of the school parent representative committee;
- Collaborate with the Principal to guide, publicize, and disseminate legal regulations and educational policies to parents, aiming to enhance their responsibility in caring for, protecting, and educating students;
- Cooperate with the Principal to organize educational programs for students with poor conduct to continue practicing during the summer break in their locality;
- Work with the Principal to inculcate morals among students; support, encourage talented students, assist weak students; help impoverished, disabled, and other disadvantaged students; motivate students who have dropped out to return to school;
- Provide organizational and operational guidance to class parent representative committees.
[2] Rights of the school parent representative committee:
- Decide to convene meetings as per regulations (except for the beginning-of-the-year meeting to elect the school parent representative committee) after agreement with the Principal;
- Based on the opinions of class parent representative committees, make recommendations to the Principal regarding necessary measures to fulfill the school's academic year duties and to manage and educate students;
- Decide on the expenditure for the activities of the parent representative committee using the support and voluntary donation fund as per regulations.
