Based on Clause 3, Article 11, the Charter for lower secondary schools, upper secondary schools, and multi-level schools, issued together with Circular 32/2020/TT-BGDDT as follows:
Principal and Vice Principal
1. Principal
a) The principal of a secondary school is responsible for organizing, managing, and operating the activities and quality of education in the school.

3. Standards for principals and vice principals of secondary schools
a) Regarding educational qualifications and work experience: must meet the standard training level of teachers according to the Education Law for the education level, meet the standard training level at the highest level for multi-level schools, and have taught for at least 05 years (or 04 years for mountainous, island, highland, remote, isolated areas, ethnic minority areas, and areas with especially difficult socio-economic conditions) at that level.
b) Principals and vice principals of secondary schools must meet the standards set out in the standard for principals of secondary schools and multi-level schools according to the standard for principals of general educational institutions issued by the Minister of Education and Training.

The conditions to become the principal of a multi-level school are as follows:
- Regarding educational qualifications and work experience: must meet the standard training level of teachers according to the Education Law 2019 for the education level, meet the standard training level at the highest level for multi-level schools, and have taught for at least 05 years (or 04 years for mountainous, island, highland, remote, isolated areas, ethnic minority areas, and areas with especially difficult socio-economic conditions) at that level.
- The principal must meet the standards set out in the standard for principals of multi-level schools according to the standard for principals of general educational institutions issued by the Minister of Education and Training.

Who has the authority to appoint the principal of a public multi-level school in Vietnam?
According to Article 9 of Decree 127/2018/ND-CP as follows:
State management responsibilities in education of the Chairperson of the district-level People's Committee
1. Decide on the establishment or allow the establishment, revoke the establishment decision or the decision allowing the establishment, merge, split, dissolve, rename, convert types of public, semi-public, private educational institutions including: Nursery schools, kindergartens, preschools, primary schools, secondary schools, multi-level schools with the highest level being secondary school, semi-boarding ethnic minority schools, community learning centers, and other educational institutions under the state management authority of the district-level People's Committee.
2. Decide on the appointment, dismissal, transfer, reward, and discipline of the Head and Deputy Head of the Department of Education and Training according to the criteria of the position titles and procedures prescribed by law.
3. Decide on recruitment or authorize the decision on recruitment of public employees in education according to the current regulations; allocate the number of employees according to job positions; recognize, appoint, dismiss, transfer, change job positions, reward, and discipline the heads and deputies of the heads of public educational institutions prescribed in clause 1 of this Article, district-level boarding ethnic minority schools without a high school level, and other educational institutions under the management authority based on the plan formulated by the Department of Education and Training and the appraisal opinion of the Department of Internal Affairs.
4. Decide on the establishment of the school board, recognize, appoint, dismiss the chairperson of the school board, add or replace members of the school board of public educational institutions; recognize or do not recognize the management board, the chairperson of the management board, vice-chairperson of the management board, principals, and vice-principals of semi-public, private educational institutions under the management authority of the district-level People's Committee according to the criteria of the position titles and procedures prescribed by law.
Thus, the Chairperson of the district-level People's Committee has the authority to appoint the principal of a public multi-level school.
What are the prohibited acts for teachers in a multi-level school in Vietnam?
Based on Clause 1, Article 31, the Charter for lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT stipulates that teachers in multi-level schools are prohibited from performing the following actions:
- Insulting the honor and dignity or infringing on the physical body of students and colleagues.
- Cheating in exams, enrollment; cheating in evaluating learning and training results of students; skipping classes, arbitrarily cutting lessons and educational content.
- Distorting teaching content, instructing wrong educational content, contrary to the viewpoints and educational pathways of the Communist Party of Vietnam and the State of Vietnam.
- Forcing students to take extra classes to collect money; exploiting sponsorship, support for education to coerce contributions of money or in-kind.
- Smoking, drinking alcohol, beer, and using other stimulants while participating in teaching and educational activities.
- Obstructing or causing difficulties in providing support and service for teaching and educating students, and other work tasks.
