What are the conditions for recognizing preschools meeting national standards in Vietnam?

According to Article 37 of the Regulation on education quality accreditation and recognition of national standards for preschools issued together with Circular 19/2018/TT-BGDDT, the recognition of preschools meeting national standards  in Vietnamis stipulated as follows:

Recognition of Preschool Meeting National Standards

1. Recognition conditions:

A preschool is recognized as meeting national standards when it meets the provisions at point a, clause 1, Article 34, and has external evaluation results from Level 2 or higher as regulated in clause 1, Article 6 of this Regulation.

2. Recognition levels:

a) Level 1: Achieve Level 2 as prescribed in clause 1, Article 6 of this Regulation;

b) Level 2: Achieve Level 3 or higher as prescribed in clause 1, Article 6 of this Regulation.

Thus, a preschool is recognized as meeting national standards if the following conditions are met:

- Educational activities for at least 5 years;- Have external evaluation results from Level 2 or higher according to the provisions in clause 1, Article 6 of the Regulation on education quality accreditation and recognition of national standards for preschools issued together with Circular 19/2018/TT-BGDDT.

What are cases where the Certification of preschool meeting national standards is revoked?

According to Article 39 of the Regulation on education quality accreditation and recognition of national standards for preschools issued together with Circular 19/2018/TT-BGDDT, the revocation of the Certification of preschool meeting national standards is stipulated as follows:

Revocation of the Certification of Preschool Meeting National Standards

1. In the event that the Certification of meeting national standards is still valid but the preschool no longer meets the standards as stipulated in Chapter II of this Regulation, the Certification will be revoked.

2. Within 20 working days from the conclusion of the Department of Education and Training regarding the preschool failing to meet evaluation standards, the Director of the Department of Education and Training shall propose to the Chairman of the provincial People's Committee to issue a decision to revoke the Certification.

3. The decision to revoke the Certification of preschool meeting national standards shall be publicly announced on the Department of Education and Training's website.

Thus, the Certification of preschool meeting national standards will be revoked when it is still valid but the preschool no longer meets the standards as per the provisions in Chapter 2 of the Regulation on education quality accreditation and recognition of national standards for preschools issued together with Circular 19/2018/TT-BGDDT.

What is the validity of the recognition of a preschool meeting national standards in Vietnam?

According to Article 5 of the Regulation on education quality accreditation and recognition of national standards for preschools issued together with Circular 19/2018/TT-BGDDT, the cycles of education quality accreditation and recognition validity for national standards for preschools are stipulated as follows:

Cycles of education quality accreditation and recognition validity for national standards for preschools

1. The cycle of education quality accreditation and recognition validity for national standards for preschools is 5 years.

2. A preschool recognized for education quality accreditation according to the provisions in clause 2, Article 34 of this Regulation, after at least 2 years from the date of recognition, can register for external evaluation and request recognition for a higher level of education quality accreditation.

3. A preschool recognized as meeting national standards Level 1, after at least 2 years from the date of recognition, can register for external evaluation and request recognition for national standards Level 2.

Thus, the recognition validity for preschools meeting national standards is 5 years.

Is the result of a preschool meeting national standards publicly announced in Vietnam?

According to clause 3, Article 38 of the Regulation on education quality accreditation and recognition of national standards for preschools issued together with Circular 19/2018/TT-BGDDT, the provisions are as follows:

Issuance of Certification for preschool meeting national standards

1. Within 20 working days from the date of receiving the report from the external evaluation team, the Director of the Department of Education and Training shall propose to the Chairman of the provincial People's Committee to issue the Certification for preschool meeting national standards (certification form according to Appendix II).

2. The Certification for preschool meeting national standards is valid for 5 years. If re-recognition is needed, at least 5 months before the expiration of the Certification, the preschool must complete the self-assessment process according to the provisions of Article 23 and register for external evaluation according to the provisions of Article 26 of this Regulation for re-recognition. Re-recognition is done according to the provisions of Article 37 of this Regulation.

3. The result of a preschool recognized as meeting national standards is publicly announced on the Department of Education and Training's website.

Thus, the result of a preschool recognized as meeting national standards will be publicly announced on the Department of Education and Training's website.
