Recognition of Primary Schools as Meeting National Standards
1. Conditions for recognition:
A primary school is recognized as meeting national standards when it meets the provisions in point a, clause 1, Article 34, and has an external evaluation result of Level 2 or higher according to the provisions in clause 1, Article 6 of this Regulation.
2. Levels of recognition:
a) Level 1: The school is evaluated as meeting Level 2 according to the provisions in clause 1, Article 6 of this Regulation;
b) Level 2: The school is evaluated as meeting Level 3 or higher according to the provisions in clause 1, Article 6 of this Regulation.
Thus, to be recognized as meeting national standards, a primary school must meet the following conditions:
- Have at least one class of students who have completed the primary education program;- Have an external evaluation result of Level 2 or higher according to clause 1, Article 6 of the Regulation on education quality accreditation and recognition of national standards compliance for primary schools issued together with Circular 17/2018/TT-BGDDT.
The levels of recognition for primary schools meeting national standards include 2 levels:
- Level 1: The school is evaluated as meeting Level 2 according to the provisions in clause 1, Article 6 of the Regulation on education quality accreditation and recognition of national standards compliance for primary schools issued together with Circular 17/2018/TT-BGDDT;
- Level 2: The school is evaluated as meeting Level 3 or higher according to the provisions in clause 1, Article 6 of the Regulation on education quality accreditation and recognition of national standards compliance for primary schools issued together with Circular 17/2018/TT-BGDDT.

How long is the certificate of recognition for a primary school as meeting national standards valid in Vietnam?
Based on Article 38 of the Regulation on education quality accreditation and recognition of national standards compliance for primary schools issued together with Circular 17/2018/TT-BGDDT:
Issuance of Certificate of Recognition for Primary Schools as Meeting National Standards
- Within 20 working days from the date of receiving the report from the external evaluation team, the Director of the Department of Education and Training shall propose the Chairman of the provincial People's Committee to issue a decision on awarding the Certificate of Recognition for the school meeting national standards (Certificate template in Appendix II).
- The certificate of recognition for a school meeting national standards is valid for 5 years. In case there is a need for re-recognition, at least 5 months before the certificate expires, the primary school must complete the self-evaluation process as prescribed in Article 23 and register for external evaluation as prescribed in Article 26 of this Regulation to be re-recognized. The re-recognition is carried out according to the provisions in Article 37 of this Regulation.
- The result of the primary school being recognized as meeting national standards is publicly announced on the website of the Department of Education and Training.
Thus, the certificate of recognition for a primary school meeting national standards is valid for 5 years.
What are cases where the certificate of recognition for a primary school as meeting national standards is revoked?
Based on Article 39 of the Regulation on education quality accreditation and recognition of national standards compliance for primary schools issued together with Circular 17/2018/TT-BGDDT:
Revocation of the Certificate of Recognition for Primary Schools as Meeting National Standards
- If the certificate of recognition for a school meeting national standards is still valid but the primary school no longer meets the standards as prescribed in Chapter II of this Regulation, the certificate of recognition for that school will be revoked.
- Within 20 working days from the conclusion of the Department of Education and Training about the primary school no longer meeting the evaluation standards, the Director of the Department of Education and Training shall propose the Chairman of the provincial People's Committee to issue a decision on revoking the certificate of recognition for the school meeting national standards.
- The decision to revoke the certificate of recognition for a primary school meeting national standards is publicly announced on the website of the Department of Education and Training.
Thus, when a primary school no longer meets the evaluation standards for primary schools, the certificate of recognition for that school meeting national standards will be revoked.
