What are the conditions for establishing upper secondary schools for the gifted in Vietnam?
According to Article 55 of Decree 46/2017/ND-CP, the conditions for establishing upper secondary schools for the gifted in Vietnam include:
- It must ensure that the proposal for its establishment is consistent with the local socio-economic development and education network plan approved by the state regulatory authority.
* The proposal for establishment of a school must clearly define objectives, missions, curriculum framework and outline; facilities, equipment, intended construction site and land coverage; organization and personnel structure, financial and other resources; guidelines and strategies for school construction and development for the purpose of completion of objectives and missions as a school for the gifted.

Who has the authority to decide on the establishment of upper secondary schools for the gifted in Vietnam?
According to Clause 1, Article 56 of Decree 46/2017/ND-CP:
Procedures and documentation requirements for establishment of public upper secondary school for the gifted, and approval of establishment of private upper secondary school for the gifted
1. Authority to decide to establish the school:
a) The President of the provincial-level People’s Committee shall be accorded authority to issue the decision to establish a provincially-governed public school for the gifted or to approve establishment of a provincially-controlled private school for the gifted after considering the request of the Director of the Department of Education and Training;
b) The President of the People’s Committee of the province where the requesting school is based shall be accorded authority to issue the decision to establish a public school for the gifted or to approve establishment of a private school for the gifted which is affiliated to a higher education institution upon the request of the Head of that higher education institution.
2. Procedures and documentation requirements for establishment or approval of establishment of a school for the gifted shall be similar to those applied to secondary schools in accordance with regulations laid down herein.
Thus, the authority to decide on the establishment of upper secondary schools for the gifted in Vietnam is as follows:
- For public and private upper secondary schools for the gifted: Chairman of the Provincial People’s Committee.
- For public and private upper secondary schools for the gifted under higher education institutions: Chairman of the Provincial People’s Committee where the specialized school is located.
What are the objectives, tasks, and powers of upper secondary schools for the gifted in Vietnam?
According to Article 2 of the Regulations on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT, the objectives, tasks, and powers of upper secondary schools for the gifted in Vietnam are as follows:
The objective of upper secondary schools for the gifted is for students to achieve excellent results in training and studying aimed at developing talents in certain subjects based on ensuring comprehensive general education, creating a talent pool to meet the country's development demands.
- Upper secondary schools for the gifted perform the tasks and powers of secondary schools as stipulated in the regulations for lower secondary schools, upper secondary schools, and schools offering multiple levels of education, and have additional tasks and powers as follows:
+ Organize and implement the educational program with an advanced syllabus prescribed by the Minister of Education and Training;
+ Research the effective and adaptable application of educational programs and advanced methods of management, teaching, testing, and evaluation; promote education in science, technology, engineering, arts, and mathematics within general education;
+ Develop a team of management staff, teachers, and employees adequate in quantity and structure; highly proficient in expertise and professional skills; capable of conducting scientific research; proficient in foreign languages for communication, teaching, and scientific research;
+ Coordinate with relevant units to organize training and professional development in expertise, foreign languages, and informatics for management staff, teachers, and employees to meet the objectives and tasks of upper secondary schools for the gifted;
+ Enhance cooperation with domestic and international educational and research institutions to improve the quality of education;
+ Develop plans and increase investment in facilities and teaching equipment following legal regulations to meet the upper secondary schools for the gifted’s objectives and tasks;
+ Organize and manage students' boarding activities;
+ Build, manage, and effectively utilize an information and data system for managing, educating, and evaluating the quality and efficiency of the school’s activities;
+ Monitor the study and work progress of former students;
+ Each academic year, host at least one (1) workshop on organizing and managing educational activities within the school with the participation of other lower and upper secondary schools to share solutions and results on implementing the tasks and powers of the upper secondary schools for the gifted as stipulated in Clause 2, Article 2 of the Regulations on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT.
