Pursuant to Article 9 of Circular 13/2023/TT-BGDDT regulating the assessment periods and procedures in Vietnam:

Assessment periods and process

  1. Assessment periods

a) The Assessment periods for domestic quality accreditation organizations is 05 years, conducted before the expiration of the operating license of the quality accreditation organization;

b) The Assessment periods for foreign quality accreditation organizations operating in Vietnam follows the period stated on the decision recognizing the quality accreditation organization's operation in Vietnam.

a) Self-assessment of education quality accreditation organization;

b) assessment of the quality accreditation organization by the Ministry of Education and Training.

Thus, the Assessment periods for domestic higher education and pedagogical college quality accreditation organizations is 05 years, conducted before the expiration of the operating license of the quality accreditation organization.

The Assessment periods for foreign quality accreditation organizations operating in Vietnam follows the period stated on the decision recognizing the quality accreditation organization's operation in Vietnam.

What are the cases of self-assessment of education quality accreditation organizations in Vietnam? 

Pursuant to Article 10 of Circular 13/2023/TT-BGDDT regulating self-assessment of education quality accreditation organizations in Vietnam:

Self-assessment of education quality accreditation organization

1. The quality accreditation organization conducts self-assessment during the assessment period or upon the written request by the Ministry of Education and Training.

2. The quality accreditation organization conducts self-assessment according to the standards defined in Article 8 of this Circular; completes the self-assessment report according to the form in Appendix II attached to this Circular, and submits it to the Ministry of Education and Training through the Quality Management Department.

Thus, the quality accreditation organization conducts self-assessment during the assessment period or upon the written request by the Ministry of Education and Training.

What are the uses of the education quality accreditation organizations' assessment results?

Pursuant to Article 13 of Circular 13/2023/TT-BGDDT regulating the uses of assessment results:

Use of assessment results

1. The assessment results and recommendations of the assessment team are the basis for the Minister of Education and Training to consider the extension of the operating license for the quality accreditation organization according to the regulations of the Government of Vietnam; they serve as a basis for the quality accreditation organization to develop and implement a plan for improvement to enhance the organization, improving quality in quality accreditation activities.

2. In the event the assessment results of the quality accreditation organization are at an unmet level:

a) Immediately after receiving the notification of the assessment results at an unmet level, the quality accreditation organization shall not sign contracts to conduct quality accreditation activities until there is a written confirmation from the competent authority that the organization meets level 1 or higher;

b) The quality accreditation organization shall implement quality improvements to ensure meeting level 1 or higher and shall submit a dossier and report to the Ministry of Education and Training (via the Quality Management Department); based on this, the Minister decides to re-conduct some necessary steps stipulated in clause 3, Article 11 of this Circular.

3. The assessment results of the quality accreditation organization are publicly available on the electronic portal of the Ministry of Education and Training.

Thus, the assessment results of the quality accreditation organization are used as a basis for the Minister of Education and Training to consider the extension of the operating license for the quality accreditation organization according to the regulations of the Government of Vietnam;

Additionally, they serve as a basis for the quality accreditation organization to develop and implement a plan for improvement to enhance the organization, improving quality in quality accreditation activities.

How many levels of assessment of education quality accreditation organizations are there in Vietnam?

Pursuant to Clause 3, Article 12 of Circular 13/2023/TT-BGDDT, the quality accreditation organization is evaluated at one of the following levels: unmet, level 1, or level 2. To be specific:

- The quality accreditation organization is evaluated at the unmet level when one or more standards are evaluated as unmet;

- The quality accreditation organization is evaluated at level 1 when all standards are met, but some criteria are unmet;

- The quality accreditation organization is evaluated at level 2 when all criteria are met.
