Based on Article 6 of Decree 141/2020/ND-CP, the standards for admission according to the designated recruitment policies are as follows:
* General Standards
- Permanently residing for at least 5 consecutive years up to the year of admission in areas with particularly difficult socio-economic conditions; having biological parents or adoptive parents (or one of the parents), or the direct caretaker living in these areas;
- Meeting pre-qualification standards for majors that require pre-qualification;
- Not exceeding 22 years of age as of the admission year, with sufficient health according to current regulations.
* Besides the general standards, students eligible for preferential university admission must meet the following specific standards:
- Graduating from upper secondary school;
- Good moral standing during upper secondary school years;
- Academic performance in the final year of upper secondary school must be at least above average;
- Having studied for 3 years and graduated from a upper secondary school within the regulated admission area or from an ethnic boarding upper secondary school.
* Besides the general standards, students eligible for preferential college admission must meet the following specific standards:
- Graduating from upper secondary school;
- Good moral standing during upper secondary school years;
- Academic performance in the final year of upper secondary school must be at least average;
- Having studied for 3 years and graduated from a upper secondary school within the regulated admission area or from an ethnic boarding upper secondary school.
* Besides the general standards, students eligible for preferential lower secondary school admission must meet the following specific standards:
- Graduating from junior upper secondary school or upper secondary school;
- Good moral standing during the final academic level;
- Academic performance in the final year must be at least average;
- Having studied for 4 years and graduated from junior upper secondary school or 3 years of upper secondary school within the regulated admission area or from an ethnic boarding upper secondary school.
* Preferences in Preferential Admissions
Students who meet the preferential admission standards specified in Clauses 1, 2, 3, and 4 of Article 6 Decree 141/2020/ND-CP will be given preference in the order of university, college, and lower secondary school admissions if they fall into one of the following categories:
- Children of martyrs, war invalids, sick soldiers, and people with certificates of enjoying policies similar to war invalids;
- Studying at ethnic boarding upper secondary schools;
- Passing university, college, or lower secondary school entrance exams in the year of considering preferential admissions;
- Winning awards in student competitions from district level and above;
- In case students are eligible for multiple preferential criteria, they will only benefit from the highest priority in preferential admissions.

- Fully informed about preferential policies;

- Receiving records for consideration and job placement upon graduation.
* Obligations of students under the designated recruitment policies are as follows :
- Commit before being admitted and comply with the commitment to return to work in the locality after graduation;
- Comply with legal regulations and the rules and regulations of educational institutions; complete the training program as stipulated in Article 9 Decree 141/2020/ND-CP;
- Reimburse scholarships and training costs if they fall under the cases stipulated in Article 13 Decree 141/2020/ND-CP.

- A copy with the original for comparison or a certified true copy of the birth certificate;
- Curriculum vitae (Form No. 03 as stipulated in the Annex attached to Decree 141/2020/ND-CP);
- Certificate of martyr's children, war invalid's children, sick soldier's children; people enjoying policies similar to war invalids (if any);
- Two portrait photos (size 4x6 cm) taken within 6 months up to the date of submitting the application;
- An envelope with postage stamps and clear addresses of the applicants for designated recruitment policies studies.
* Submission Deadline:
The submission deadline for applicants for designated recruitment policies admissions is 30 days from the date of the public announcement of the preferential admissions plan in the mass media, on the website or the portal, and publicly posted at the headquarters of the Department of Education and Training.
