- A healthy educational environment is one without social evils and violence; where learners, management staff, teachers, and employees live a healthy lifestyle and behave culturally.

- A friendly educational environment is one where learners are respected and treated fairly, equally, and with compassion; where democracy is promoted and conditions are provided for the development of qualities and competencies.

What are the activities to ensure a safe, healthy, and friendly educational environment in Vietnam?

According to Article 5 of Decree 80/2017/ND-CP, the activities to ensure a safe, healthy, and friendly educational environment are regulated as follows:

* For educational institutions:

- Ensure public security and order; food hygiene and safety; safety in the prevention and control of accidents and injuries; fire and explosion safety; safety in the prevention and control of disasters and natural calamities;

- Develop, publicize, and strictly implement a code of cultural conduct within the educational institution involving learners;

- Establish information channels such as suggestion boxes, hotlines, and other forms to receive and handle information from learners; ensure confidentiality for information providers;

- Organize creative experiential activities, life skills education, extracurricular activities, social and charitable activities for the community, safe, healthy, friendly, and equal recreation, cultural and sports activities, suitable to the age and physiological and psychological characteristics of learners;

- Implement school healthcare, counseling, and student support services;

- Regularly exchange information with learners' families and the community to ensure the safety of life, physical health, dignity, honor, and privacy of learners.

* For independent classes: At a minimum, they must meet the following requirements:

- Ensure public security and order; food hygiene and safety; safety in the prevention and control of accidents and injuries; fire and explosion safety; safety in the prevention and control of disasters and natural calamities;

- Regularly exchange information with learners' families and the community to ensure the safety of life, physical health, dignity, honor, and privacy of learners.

What are activities of the Ministry of Education and Training of Vietnam for ensuring a safe, healthy, and friendly educational environment?

According to Article 7 of Decree 80/2017/ND-CP, the Ministry of Education and Training is responsible for ensuring a safe, healthy, and friendly educational environment as follows:

- Lead and cooperate with ministries, central authorities, and local authorities, political-social organizations, related organizations, and individuals to ensure a safe, healthy, and friendly educational environment in educational institutions and independent classes under its management.

- Guide the integration and incorporation of content and knowledge on ensuring a safe, healthy, and friendly educational environment into the educational plans of the institutions and independent classes under its management.

- Guide school counseling and social work.

- Organize inspections of educational institutions and independent classes under its management to ensure the implementation of regulations on a safe, healthy, and friendly educational environment.

According to Article 8 of Decree 80/2017/ND-CP, the Ministry of Labor - War Invalids and Social Affairs has the following responsibilities in ensuring a safe, healthy, and friendly educational environment:

- Lead and cooperate with ministries, central authorities, local authorities, political-social organizations, and related organizations and individuals to ensure a safe, healthy, and friendly educational environment, preventing school violence in educational institutions and independent classes under its management.

- Guide the integration and incorporation of content and knowledge on ensuring a safe, healthy, and friendly educational environment, preventing school violence into the training programs of institutions and independent classes under its management.

- Organize inspections of educational institutions and independent classes under its management to ensure the implementation of regulations on a safe, healthy, and friendly educational environment, preventing school violence.
