Based on the provisions of Clause 1, Article 2 of the Regulations on the National Defense Education Sports Game issued with Decision 27/2004/QD-BGD&DT:
Purpose and requirements of organizing the sports festival
1. Purpose:
a) To promote the movement of studying and improving the quality of defense education among localities;
b) To contribute to improving the management and organization of implementing the content and curriculum at the base level;
c) Through the sports festival, identify the bases and localities with high achievements in studying and training; thereby have plans to multiply typical examples and propose practical solutions to continue guiding localities to perform well in defense education tasks in the following years.
2. Requirements
a) The content of the sports festival must be within the national defense education curriculum for high schools issued according to Decision No. 12/2000/QD-BGD&DT dated May 9, 2000, of the Minister of Education and Training.
b) Organizing the sports festival must be serious, objective, honest, and safe.
c) Through the sports festival, the Departments of Education and Training and high schools draw experience on the methods and content of teaching defense education, and have plans to organize sports festivals at the base level to continue participating in national sports festivals periodically.
Thus, according to the above regulations, the National Defense Education Sports Game is organized for the following 3 purposes:

- The content of the sports festival must be within the national defense education curriculum for high schools issued according to Decision 12/2000/QD-BGD&DT (expired from January 26, 2009).
- Organizing the sports festival must be serious, objective, honest, and safe.
- Through the sports festival, the Departments of Education and Training and high schools draw experience on the methods and content of teaching defense education, and have plans to organize sports festivals at the base level to continue participating in national sports festivals periodically.
Who are the participants in the National Defense Education Sports Game in Vietnam?
Based on the provisions of Clause 1, Article 3 of the Regulations on the National Defense Education Sports Game issued with Decision 27/2004/QD-BGD&DT, the participants in the National Defense Education Sports Game are as follows:
Participants and components of the sports festival
1. Participants of the sports festival: high school students from various types of schools
2. Components: Each Department of Education and Training sends a team of 9 students (including 3 students from Grade 10, 3 students from Grade 11, and 3 students from Grade 12); 1 coach and 1 team leader.
3. The list of students participating in the sports festival (according to the form sent to units at the beginning of the school year with the sports festival) is sent to the Ministry of Education and Training (via the Department of Defense Education), 49 Dai Co Viet, Hai Ba Trung District, Hanoi.
Thus, according to the above regulations, the participants in the National Defense Education Sports Game will be high school students from various types of schools.
