3. Organizing scientific and technical research activities
- This activity is intended for students with the capacity, interest, and enthusiasm for exploring and discovering scientific and technical solutions to practical problems; through organizing the teaching of STEM lessons and STEM experiential activities to identify students with talents and nurture them, creating favorable conditions for students to participate in scientific and technical research.
- Scientific and technical research activities are conducted in the form of a research topic/project by an individual or a group of two members, under the guidance of teachers or scientists with appropriate expertise.
- Based on the practical situation, periodically organizing STEM day or scientific and technical competitions at the unit to evaluate and commend the efforts of teachers and students in organizing teaching and learning, while also selecting research topics/projects to participate in higher-level scientific and technical competitions.
Referring to the above regulation, scientific and technical research activities are conducted in the form of a research topic/project by an individual or a group of two members, under the guidance of teachers or scientists with appropriate expertise.
Thus, scientific and technical research activities in STEM education are fully organized in the form of research topics.

1. Process of building a STEM lesson
a) Step 1: Selecting teaching content
Based on the knowledge content in the subject program and the phenomena, processes associated with that knowledge in nature and society; procedures or technological devices applying that knowledge in practice to select the content of the lesson.
b) Step 2: Identifying the problem that needs solving
Identifying the problem that needs solving to assign to students so that in solving that problem, students must learn the necessary knowledge and skills to be taught in the selected subject program or apply known knowledge and skills to build the lesson.
c) Step 3: Building criteria for the product/solution to solve the problem
Clearly defining the criteria of the solution/product as an important basis to propose scientific hypotheses/solutions to solve the problem/design sample products.
d) Step 4: Designing the process of organizing educational activities
- The process of organizing educational activities is designed according to positive teaching and learning methods and techniques with learning activities involving the steps of the technical process.
- Each learning activity is clearly designed in terms of purpose, content, expected learning outcomes that students must complete, and ways to organize the learning activity. These learning activities can be organized both inside and outside the classroom (at school, at home, and in the community).
- It is necessary to design electronic lessons online to guide and support students' learning activities outside the classroom.

a) Develop an implementation plan for STEM education in the school's education plan in alignment with the school's and local conditions;
b) Organize training for teachers and management staff on STEM education, building, and implementing STEM lessons; skills to organize STEM experiential activities and capacity to guide scientific and technical research activities;
c) Organize teaching according to the STEM education method and assess and evaluate students' learning outcomes to ensure quality and efficiency.
The Ministry of Education and Training requests the Departments of Education and Training to effectively organize the above contents. During the implementation process, if there are any difficulties or obstacles, report to the Ministry of Education and Training (through the Department of Secondary Education) for guidance and resolution./.
Thus, general education institutions are responsible for organizing the development of an implementation plan for STEM education in the school's education plan in alignment with the school's and local conditions.
