Pursuant to Section 3 of the Training Program According to Professional Titles Standards for primary school Teachers issued together with Decision 2001/QD-BGDDT of 2023, the content of the program specifically stipulates 08 topics of refresher programs for primary school teachers divided into 2 parts:
Part 1: General Knowledge (comprising 03 topics).
Topic 1: State management of general education
Topic 2: Development trends in general education worldwide, Vietnam's general education development strategy
Topic 3: Legal provisions on policies for developing the general education teacher workforce
Part 2: Professional activity knowledge (comprising 05 topics).
Topic 4: Developing professional competency for primary school teachers
Topic 5: Competency to support colleagues in professional development of elementary education
Topic 6: Self-learning and scientific research (SR) competence, application of SR results in the education of elementary learners
Topic 7: Digital transformation in teaching and educating elementary learners
Topic 8: Adaptability competence to changes in the professional activities of primary school teachers

How to evaluate the results of refresher programs for primary school teachers in Vietnam?
Pursuant to Section 4 of the Training Program According to Professional Titles Standards for primary school Teachers issued together with Decision 2001/QD-BGDDT of 2023, the purpose of evaluating the results of refresher programs for primary school teachers is to:
- Evaluate the knowledge and skills that learners acquire from the Training Program According to Professional Titles Standards for primary school Teachers over 03 weeks.
- Assess the ability to apply the acquired knowledge and skills into practice for the professional titles of primary school teachers.
Evaluation implementation as follows:
- Evaluation timing: Conducted at the end of the course.
- Evaluation form: The refresher center organizes the evaluation of refresher results by one of the following forms:
+ Tests (essay or essay combined with objective multiple-choice);
+ Written reports;
+ Theses as stipulated by the refresher center.
- Evaluation content: Ensure to achieve evaluation objectives and be graded on a 10-point scale.
Information about the evaluation of refresher results is specifically stipulated by the educational institution in the program dissemination material, refresher regulations, and sent to learners for self-study at the beginning of the course.
What are requirements for organizing refresher programs for primary school teachers in Vietnam?
Pursuant to Section 5 of the Training Program According to Professional Titles Standards for primary school Teachers issued together with Decision 2001/QD-BGDDT of 2023, the requirements for organizing refresher programs for primary school teachers are as follows:
(1) Requirements for refresher centers
- The center is allowed to provide refresher if it meets the following conditions:
+ Authorized to train from the undergraduate level or higher, recognized to meet the quality standards of education as stipulated by the Ministry of Education and Training;
+ At least 70% of the lecturers teaching the topics in the refresher Program are full-time lecturers;
+ Sufficient classrooms and equipment to meet teaching and learning requirements;
+ Materials and teaching supplies meet the requirements of the refresher course.
- Requirements for the refresher centers:
+ Support services for the course are promptly provided, ensuring quality;
+ Personnel involved in organizing refresher possess the necessary spirit, attitude, and responsibility;
+ Regulations on teaching and learning ensure compliance with the law, and are promptly, fully communicated to lecturers and learners;
+ Selection of forms, organization of refresher, and assessment activities are suitable, ensuring objectivity, accuracy, compliance, and achieving the refresher goals;
+ Organize the collection of feedback on the refresher course as per regulations.
(2) Requirements for methods and forms of refresher
- Regarding refresher methods:
Apply active teaching methods, diversify teaching forms to support learners in maximizing the acquisition of necessary knowledge and skills, aiding future learning and work.
- Regarding refresher forms:
Directly or online or a combination of both direct and online forms. The refresher centers select suitable forms based on context, ensuring the attainment of refresher objectives.
In case of organizing refresher in the online form or a combination of both direct and online forms, the refresher center must have an appropriate online refresher system ensuring oversight and assessment of the organization of refresher.
(3) Requirements for lecturers or reporters involved in refresher
- Lecturers or reporters involved in this program include:
+ Lecturers in higher education institutions with at least the professional title of lecturer (grade 3) as stipulated in Circular 40/2020/TT-BGDDT and Circular 04/2022/TT-BGDDT; having the knowledge, skills, and experience in teacher training;
+ Managers, scientists with a title equivalent to at least that of a lecturer (grade 3) and possessing practical knowledge and experience in elementary education management.
- Requirements for lecturers or reporters involved in refresher:
+ Have the relevant knowledge, skills, and experience corresponding to the assigned topic;
+ Understand the level, knowledge, and aspirations of learners; regularly update information to supplement, innovate, and improve teaching content, methods, and materials for teaching;
+ Use suitable teaching methods to achieve refresher goals; guide, encourage, and leverage learners' practical experiences during learning;
+ Adhere to the program, materials concerning theory teaching time, discussion, practice, and solution guidance for practical case studies;
+ Exhibit good political ideology; behave courteously and respectfully in interactions with learners.
(4) Requirements for learners
- Actively engage in the exchange, and discussion of refresher course topics.
- Actively share practical experiences, and real-life situations during the learning period.
- Follow the study guidance of lecturers well.
- Fully comply with the refresher course and refresher center regulations.
