What are the 04 groups of standards for professional ethics of primary school teachers in Vietnam?

Based on Chapter I of Circular 02/2021/TT-BGDDT (supplemented by Clause 1, Article 2 of Circular 08/2023/TT-BGDDT), the 04 groups of professional ethics standards for primary school teachers are as follows:

(1) Adhering to the directives, policies of the Communist Party, laws of the State, and regulations of the industry and localities regarding primary education.

(2) Regularly cultivating ethics, upholding a sense of responsibility, maintaining the qualities, honor, and reputation of educators; setting an example for students.

(3) Loving, treating students fairly and respectfully; protecting the legitimate rights and interests of students; being united and helping colleagues.

(4) Strictly complying with regulations on the responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.

What are latest conditions for promotion of primary school teachers in Vietnam?

Based on the provisions of Clause 4, Article 4 of Circular 02/2021/TT-BGDDT (amended by Clause 4, Article 2 of Circular 08/2023/TT-BGDDT) and Clause 4, Article 5 of Circular 02/2021/TT-BGDDT (amended by Clause 6, Article 2 of Circular 08/2023/TT-BGDDT), the latest conditions for the promotion of professional titles for primary school teachers are specified as follows:

- Conditions for promotion to the professional title of grade 2 primary school teacher

Employees applying for the exam or consideration for promotion to the professional title of grade 2 primary school teacher (code V.07.03.28) must have held the professional title of third-class primary school teacher (code V.07.03.29) or equivalent for at least 09 (nine) years (excluding probation period) up to the date of submitting the application for the exam or consideration for promotion.

- Conditions for promotion to the professional title of grade 1 primary school teacher

Employees applying for the exam or consideration for promotion to the professional title of grade 1 primary school teacher (code V.07.03.27) must have held the professional title of grade 2 primary school teacher (code V.07.03.28) or equivalent for at least 06 (six) years up to the date of submitting the application for the exam or consideration for promotion.

What conditions must primary school teachers in Vietnam meet to upgrade their educational qualification standard?

According to Clause 2, Article 2 of Decree 71/2020/ND-CP, the subjects eligible for upgrading their educational qualification standard are defined as follows:

Subjects upgrading their educational qualification standard

1. Preschool teachers who do not have a college degree in pedagogy or higher, and as of July 1, 2020, still have 07 years (84 months) of service left until retirement age according to regulations.

2. Primary school teachers who do not have a bachelor's degree in primary school teacher training or do not have a bachelor's degree in a relevant major and a professional training certificate in pedagogy or higher, and as of July 1, 2020, still have 08 years (96 months) of service left until retirement age according to regulations for teachers with intermediate qualifications, and still have 07 years (84 months) of service left until retirement age according to regulations for teachers with college qualifications.

3. Secondary school teachers who do not have a bachelor's degree in teacher training or do not have a bachelor's degree in a relevant major and a professional training certificate in pedagogy or higher, and as of July 1, 2020, still have 07 years (84 months) of service left until retirement age according to regulations.

Primary school teachers must meet the following 02 conditions:

- Primary school teachers who do not have a bachelor's degree in primary school teacher training or do not have a bachelor's degree in a relevant major and a professional training certificate in pedagogy or higher.

- Sufficient remaining service time from July 1, 2020, until retirement age.

+ Sufficient 08 years (96 months) of service for teachers with intermediate qualifications;

+ Sufficient 07 years (84 months) of service for teachers with college qualifications.

What are principles of the implementation of the roadmap to upgrade the educational qualification standard for primary school teachers in Vietnam?

The principles for implementing the roadmap to upgrade the educational qualification standard for primary school teachers are specified in Article 3 of Decree 71/2020/ND-CP as follows:

- Determining and organizing the implementation of the roadmap to upgrade the educational qualification standard for teachers must be suitable to the actual situation of the teacher workforce and the conditions of educational institutions and localities; ensuring no shortage of teaching staff.

- Determining the teachers eligible for participating in upgrading their educational qualification standard must comply with the correct age and educational qualification of the teachers.

+ Priority should be given to arranging teachers with sufficient minimal years of service up to retirement age as specified in Article 2 of Decree 71/2020/ND-CP to participate in training first.

+ For teachers without sufficient years of service or who do not fall under the eligible subjects for upgrading their educational qualification standard, the implementation will follow the regulations of the Minister of Education and Training.

- The implementation of the roadmap to upgrade the educational qualification standard for teachers must ensure objectivity, transparency, fairness, and efficiency.
