What are support policies and scholarships for psychiatry, anatomical pathology, forensic medicine, and forensic psychiatry students in Vietnam?

Pursuant to Article 113 of Decree 96/2023/ND-CP, the policies on support and scholarships for students majoring in psychiatry, anatomical pathology, forensic medicine, forensic psychiatry (including infectious diseases and resuscitation in emergency care medicine):

* Target recipients of scholarships:

- Postgraduate students at the master's, doctoral, specialization level 1, specialization level 2 levels, and resident doctors specializing in psychiatry, anatomical pathology, forensic medicine, forensic psychiatry, infectious diseases, and resuscitation in emergency care medicine (hereinafter referred to as students) at health sector educational institutions are supported by the State with tuition fees and living expenses;

- Students at health sector educational institutions of the State who achieve academic and training results from good and above and are not disciplined from the level of reprimand and above in the scholarship consideration period are granted State scholarships for encouragement of study.

Scholarships for the encouragement of study for students at private health sector educational institutions are implemented according to current regulations;

- Students working at medical examination and treatment establishments in regions with difficult socio-economic conditions and regions with particularly difficult socio-economic conditions are granted State policy scholarships;

- The State encourages organizations and individuals to provide scholarships or allowances for students.

* Procedures for considering and granting scholarships; principles of support and scholarship granting are executed according to current regulations.

* Support levels and scholarship granting:

- Tuition fee support level:

+ Tuition fee support level is implemented according to regulations in Decree 81/2021/ND-CP;

+ Students at private health sector educational institutions must pay the difference between the actual tuition fees of the institution and the State support level.

- Living expenses support level is implemented according to regulations in Decree 116/2020/ND-CP.

- Scholarships for the encouragement of study are implemented according to regulations in Decree 84/2020/ND-CP.

- Policy scholarship levels:

+ For students working at medical examination and treatment establishments in regions with difficult socio-economic conditions: the scholarship equals 80% of the statutory pay rate per month;

+ For students working at medical examination and treatment establishments in regions with particularly difficult socio-economic conditions: the scholarship equals 100% of the statutory pay rate per month.

Are postgraduate students in forensic psychiatry at public medical training institutions under the State's placement plan exempt from tuition fees in Vietnam?

Pursuant to Clause 14, Article 15 of Decree 81/2021/ND-CP on eligibility for tuition fee exemption:

14. Students, postgraduate students, and doctoral candidates studying in one of the specialized fields of Tuberculosis, Leprosy, Psychiatry, Forensic Examination, Forensic Psychiatry, and anatomical pathology at public medical training institutions that have State placement quotas.

15. Students of very few ethnic minorities as specified in Clause 1, Article 2 of Decree No. 57/2017/ND-CP dated May 9, 2017, of the Government, stipulating preferential policies for recruitment and support for preschool children and students of very few ethnic minorities in regions with difficult or particularly difficult socio-economic conditions according to the current regulations of the competent authority.

16. Learners belonging to the groups of programs, projects that are granted tuition fee exemptions according to the regulations of the Government of Vietnam. 

17. Graduates of  lower secondary education continuing to intermediate training.

18. Learners at intermediate and college levels for industries and professions with difficult enrollment but social demand as listed by the Ministry of Labor, War Invalids, and Social Affairs.

19. Learners in specific vocational fields to meet the demands for socio-economic development, defense, and security according to the Vocational Education Law. The specific vocational fields will be stipulated by the Prime Minister of the Government.

Thus, postgraduate students at public medical training institutions under the State's placement plan will be granted tuition fee exemption.

What are the tuition fee caps for public medical universities that do not have financial autonomy for the academic year 2024-2025?

Pursuant to Point a, Clause 2, Article 11 of Decree 81/2021/ND-CP, (amended by Point b, Clause 3, Article 1 of Decree 97/2023/ND-CP) on the tuition fee caps of public medical universities that do not have financial autonomy for the academic year 2024-2025 :
