Support level and support duration
1. Support level:
a) Pedagogy students are supported by the state for tuition fees equivalent to the tuition fees of the teacher training institution attended;
b) Pedagogy students are supported by the state with 3.63 million VND/month to cover living expenses during their study period at school.
- The duration of tuition fee and living expense support is determined based on the actual number of months of study at the school as regulated, but not exceeding 10 months per academic year. In cases where teaching is organized under the credit system, the teacher training institution can convert the support level to match the credit system. The total support fund for the entire course under the credit system must not exceed the support level prescribed for the course under the academic year system.
Thus, the living allowance for pedagogy students is 3.63 million VND/month.
The support duration for living expenses is determined based on the actual number of months of study at the school as regulated, but not exceeding 10 months per academic year.
In cases where teaching is organized under the credit system, the teacher training institution can convert the support level to suit the credit system.

What are cases where pedagogy students are required reimburse the living expense support in Vietnam?
Based on Article 6 of Decree 116/2020/ND-CP, the return of supporting funds is regulated as follows:
Refund of supporting funds
1. Individuals required to refund tuition fee and living expense support funds include:
a) Pedagogy students who have benefited from the policy but do not work in the education sector within 2 years from the date of the graduation recognition decision;
b) Pedagogy students who have benefited from the policy and work in the education sector but do not meet the required working duration as specified in point a, clause 2 of this Article;
c) Pedagogy students who benefit from the policy but during their study period switch to another training major, discontinue their studies, do not complete the training program, or are disciplined to the point of expulsion.
2. Individuals not required to refund tuition fee and living expense support funds include:
a) Within 2 years from the date of the graduation recognition decision, pedagogy students work in the education sector and have a minimum working duration equivalent to twice the training duration calculated from the recruitment date;
b) Pedagogy students who, after graduation, work in the education sector but do not meet the required working duration as specified in point a, clause 2 of this Article and are reassigned to work outside the education sector by a competent state authority;
c) Pedagogy students who, after graduation, continue to be seconded, assigned a task, or tendered to pursue higher-level teacher training and continue to work in the education sector for the period specified in point a, clause 2 of this Article.
3. Pedagogy students taking temporary leave, suspended from study will not receive the support policy during the suspension period or temporary leave.
4. Pedagogy students who discontinue their studies due to illness, accidents, retakes, grade retention (no more than once), or discontinue for other reasons not due to discipline or voluntary withdrawal, if allowed by the teacher training institution to continue their studies, will continue to receive the support policy as prescribed in this Decree, but the support duration must not exceed the maximum period for completing the training program.
Thus, pedagogy students must refund the living allowance in the following cases:
- Not working in the education sector within 2 years from the date of the graduation recognition decision;
- Working in the education sector but not meeting the required working duration as specified in point a, clause 2, Article 6 of Decree 116/2020/ND-CP;
- Switching to another training major, discontinuing studies, not completing the training program, or being disciplined to the point of expulsion.
* The following cases do not require pedagogy students to refund the living allowance:
- After graduation, working in the education sector but not meeting the required working duration as specified in point a, clause 2, Article 6 of Decree 116/2020/ND-CP and reassigned to work outside the education sector by a competent state authority;
- After graduation, continuing to be seconded, assigned a task, or tendered to pursue higher-level teacher training and continue to work in the education sector for the period specified in point a, clause 2, Article 6 of Decree 116/2020/ND-CP.
What are the procedures for receiving living expense support for pedagogy students in Vietnam?
Based on Article 7 of Decree 116/2020/ND-CP, the registration procedures for living expense support for pedagogy students are as follows:
Step 1: Annually, based on the quotas announced by the Ministry of Education and Training, the teacher training institution notifies the candidates admitted to teacher training majors to register under assignment, placement, tender, or social demand within the quotas announced by the Ministry of Education and Training.
Step 2: Within 30 days from the date of the admission notification, pedagogy students submit an Application for Support and Commitment to Refund Tuition Fees and living expenses to the teacher training institution (Form No. 01 in the Appendix issued with Decree 116/2020/ND-CP) either directly, by post, or online (if available).
Students only need to submit one application for the first request for support during their entire study period at the teacher training institution.
Step 3: Teacher training institutions compile and notify localities that assigned tasks, made orders, or tendered to jointly consider support for pedagogy students under assignment, placement, or tender.
Step 4: The assigning, ordering, or tendering agency sets criteria for selecting admitted pedagogy students, collaborates with teacher training institutions to ensure fair, transparent selection.
Step 5: Within 15 days from the end of the application reception, the teacher training institution coordinates with the assigning, ordering, or tendering agency to confirm and notify pedagogy students eligible for support policies under assignment, placement, or tender and review the support policy beneficiaries within the quotas announced by the Ministry of Education and Training and outside the ordering quotas.
The list of pedagogy students receiving living expense support will be publicly disclosed on the teacher training institution's website and sent to the assigning, ordering, or tendering agency to implement.
