What are standards on educational levels for rank 3 pre-university teachers in Vietnam?

According to Article 4 Circular 22/2023/TT-BGDDT, the educational level standards for rank 3 pre-university teachers are as follows:

(1) Hold a bachelor's degree or higher in teacher training for high school teachers; or hold a bachelor's degree in a relevant major and have a certificate in pedagogical training for high school teachers per the program issued by the Minister of Education and Training;

(2) Have a training certificate according to the standards for the professional title of postsecondary preparatory teacher or a training certificate according to the standards for the professional title of high school teacher.

Additionally, a rank 3 pre-university teachers must meet the following professional and specialized competency standards:

- Understand the guidelines and policies of the Vietnam Communist Party, the laws of the State, and the regulations of the competent authorities regarding postsecondary preparatory education and implement them in assigned duties;

- Have the ability to develop and implement educational plans; develop materials and implement postsecondary preparatory education programs; participate in scientific research;

- Effectively apply teaching and education methods to foster students' self-learning capacities; utilize evaluation methods to assess students' learning, training, and progress;

- Have the ability to provide psychological counseling and career guidance to students; integrate counseling activities into teaching and educational activities;

- Build cooperative relationships with students' parents, organizations, and individuals involved in carrying out teaching and educational activities;

- Develop and implement a personal study and professional development plan;

- Be capable of applying information technology in professional activities; be able to use a foreign language or minority language as required by the job position.

According to Article 3 Circular 22/2023/TT-BGDDT, the common ethical standards for rank 3 pre-university teachers are as follows:

- Abide by the guidelines and policies of the Vietnam Communist Party, the laws of the State, and the regulations of the competent authorities regarding postsecondary preparatory education.

- Regularly strive to improve ethics, uphold the spirit of responsibility, and maintain the dignity, honor, and reputation of a teacher; be a role model for students.

- Show love, fairness, and respect towards students; protect the legitimate rights and interests of students; be united and assist colleagues.

- Strictly comply with the regulations on the responsibilities and obligations of public employees and the Ministry of Education and Training’s regulations on teacher ethics.

What are the duties of rank 3 pre-university teachers in Bietnam?

According to Clause 1, Article 4 Circular 22/2023/TT-BGDDT, the duties of rank 3 pre-university teachers are specified as follows:

- Participate in developing the education plan of the subject department; participate in the creation of materials to implement the postsecondary preparatory education program;

- Teach and organize educational activities for students according to the approved education plan;

- Innovate teaching methods to promote capacity, qualities, and develop students' self-learning capabilities;

- Conduct assessments to evaluate students' learning and training according to regulations; participate in the management of boarding students; participate in the school’s recruitment activities;

- Participate in scientific research projects; apply scientific research results in real teaching and educational activities for students;

- Provide psychological counseling, career guidance for students; organize activities to preserve and develop national cultural heritage, school competitions; participate in organizing or conducting student or teacher competitions;

- Complete required training programs; self-improve professional, specialized capacities;

- Perform other duties as assigned by the principal.
