Based on Clause 3, Article 18 of the Regulations issued with Circular 21/2018/TT-BGDDT, the standards are specified as follows:

Position and Standards of Teachers

  1. A Vietnamese teacher meets the conditions to teach a foreign language when achieving one of the following standards:

a) Holding a college degree or higher in foreign language pedagogy;

b) Holding a college degree or higher in foreign languages and a certificate in pedagogical skills.

  1. A foreign teacher teaching informatics: Must have a college degree or higher in informatics and a suitable certificate in teaching informatics.
  1. A native-speaking teacher teaching a foreign language (specific to each language): Must have a college degree or higher and a suitable certificate in teaching a foreign language.
  1. Foreign teachers meet the conditions to teach a foreign language when achieving one of the following standards:

a) Holding a college degree or higher in foreign language pedagogy;

b) Holding a college degree or higher in foreign languages and a suitable certificate in teaching foreign languages;

c) Holding a college degree or higher, a linguistic proficiency certificate level 5 or above according to the six-level foreign language proficiency framework used in Vietnam or equivalent, and a suitable certificate in teaching foreign languages.

Thus, a Vietnamese individual who wants to become an English teacher at a foreign language center must meet one of the following standards:

- Holding a college degree or higher in foreign language pedagogy;

- Holding a college degree or higher in foreign languages and a certificate in pedagogical skills.

What are the duties and powers of teachers at foreign language centers in Vietnam?

Based on Article 19 of the Regulations on the Organization and Activities of Language and Informatics Centers issued with Circular 21/2018/TT-BGDDT, the duties and powers of foreign language teachers are specifically regulated as follows:

- Teach according to the objectives, content, educational program, and teaching plan; attend classes fully and punctually; manage students in activities organized by the center; participate in professional activities of the center.

- Implement the decisions of the director; subject to inspection by the director and educational management levels as prescribed; comply with the center's rules and the provisions of this Regulation.

- Adhere to the Code of Professional Ethics for teachers as stipulated by the Ministry of Education and Training.

- Attend training and professional development classes to improve professional skills; enjoy all rights regarding material, spiritual benefits, and health care according to the policies prescribed for teachers; actively and voluntarily self-train to improve professional competence and expertise.

- The center provides conditions to perform duties and participate in center management; participate in meetings for commendation, reward, discipline, and resolution of issues related to students of the class under their responsibility.

What are the duties and powers of foreign language centers in Vietnam?

Based on Article 3 of the Regulations issued with Circular 21/2018/TT-BGDDT, the duties and powers of language and informatics centers are specified as follows:

- Organize and implement training and professional development programs to enhance foreign language and informatics skills in response to learner needs.

- Enroll and manage learners.

- Organize the compilation or selection of teaching materials that meet the output standards of training programs and are suitable for the target learners.

- Organize assessment and evaluation, and issue certificates of completion for foreign language and informatics training programs conducted by the center. Organize exams and issue national education system foreign language and informatics certificates when meeting conditions prescribed by the Ministry of Education and Training.

- Perform related tasks such as translation, interpretation, programming, and software installation.

- Conduct training and professional development to enhance the professional skills of the center's staff and teachers.

- Organize research activities to develop the center and enhance educational quality.

- Publicly declare the conditions to ensure educational quality.

- Determine and publicly declare tuition fees per course in line with training and professional development quality.

- Develop internal regulations, delineate the functions and duties of the center's units, manage, recruit, and develop a team of management staff and teachers according to the center's development strategy.

- Manage the center's finances and assets and be eligible for preferential support policies as provided by law.

- Fulfill other duties and powers according to the provisions of law.
