What are standards for the title of professor in Vietnam?

According to Article 5 of Decision 37/2018/QD-TTg (amended by Clause 1 Article 1 of Decision 25/2020/QD-TTg), the title of Professor must meet the following standards:

(1). Meet the general standards of the title of Professor as stipulated in Article 4 of Decision 37/2018/QD-TTg.

(2). Have been appointed to the title of Associate Professor for at least 03 years by the deadline for submitting the application for the title of Professor at the Basic Level Council (hereinafter referred to as the application deadline).

Candidates who have been appointed to the title of Associate Professor but for less than 03 years and candidates who do not meet the standard teaching hours as stipulated in Clause 3 Article 4 of Decision 37/2018/QD-TTg must have at least twice the minimum converted points from scientific works contributed by scientific articles or (and) exclusive patents; useful solutions; artworks, achievements in coaching, and sports competitions with national and international awards as stipulated in point b Clause 9 Article 5 of Decision 37/2018/QD-TTg.

(3). Have chaired or participated in the development of training programs from university level or higher, or scientific and technological tasks (programs, projects, research topics), and applied scientific and technological applications suitable to the discipline registered for the title of Professor, verified and put into use by the scientific council established by the head of the institution or competent authority.

(4). Publish scientific research results

- For candidates as the main author of at least 03 scientific articles or (and) exclusive patents; useful solutions; artworks, achievements in training, and international sports competitions.

Candidates who do not meet the scientific standards stipulated in point a Clause 4 Article 5 of Decision 37/2018/QD-TTg must have at least 02 of the above scientific works and 01 chapter of a book used for training published by a reputable international publisher or at least 02 of the above scientific works and 01 monograph published by a reputable publisher.

- From January 01, 2020: The main author of at least 05 scientific articles or (and) exclusive patents; useful solutions; artworks, achievements in coaching, and international award-winning sports competitions.

Candidates who do not meet the scientific standards stipulated in point b Clause 4 Article 5 of Decision 37/2018/QD-TTg must have at least 03 of the above scientific works and 02 chapters of books used for training published by a reputable international publisher or at least 03 of the above scientific works and 02 monographs published by a reputable publisher.

(5). Chair the compilation of educational books for university level and higher suitable to the recognized discipline of Professor.

(6). Chair at least 02 ministerial-level scientific and technological tasks or 01 national-level scientific and technological task with accepted results from meeting requirements or higher.

Candidates who do not meet the scientific and technological tasks stipulated in Clause 6 Article 5 of Decision 37/2018/QD-TTg can replace them with scientific articles, exclusive patents; useful solutions; artworks, achievements in coaching, and international award-winning sports competitions. Each ministerial-level scientific and technological task can be replaced with 01 scientific article or another scientific work in Clause 6 Article 5 of Decision 37/2018/QD-TTg.

(7). Supervise at least 02 doctoral students who have been awarded a PhD under the legal regulations.

Candidates who do not meet the supervised doctoral students standard stipulated in Clause 7 Article 5 of Decision 37/2018/QD-TTg can replace them with scientific articles or (and) exclusive patents; useful solutions; artworks, achievements in coaching, and international award-winning sports competitions; supervising 01 doctoral student can be replaced by 03 scientific articles or other scientific works under this point.

(8). Scientific articles stipulated in Clauses 4, 6, 7, and point c Clause 9 Article 5 of Decision 37/2018/QD-TTg are scientific articles published in reputable international scientific journals.

For disciplines in the fields of Military Science and Security Science related to state secrecy in national defense and security, scientific articles published in reputable international scientific journals can be replaced by scientific articles published in reputable scientific journals in the fields of Military Science and Security Science (hereinafter referred to as substitute articles).

The total points of substitute articles for each scientific article published in reputable international scientific journals must be 1.5 points or higher, and the total points of substitute articles for scientific articles published in reputable international scientific journals stipulated in Clauses 4, 6, 7, and point c Clause 9 Article 5 of Decision 37/2018/QD-TTg are not counted towards the total minimum converted scientific work points.

Scientific articles and substitute articles are counted from after the candidate is recognized as meeting the standards of an Associate Professor.

(9). Candidates must have at least 20.0 converted scientific work points, of which:

- At least 5.0 points must be achieved in the last three years up to the application deadline;

- Candidates in the fields of natural sciences, engineering and technology, and health sciences must have at least 12.0 points from scientific articles or (and) exclusive patents; useful solutions.

Candidates in the fields of social sciences and humanities, and arts, sports must have at least 8.0 points from scientific articles or (and) useful solutions; artworks, achievements in coaching, and national and international award-winning sports competitions.

- Candidates in the fields of natural sciences, engineering and technology, and health sciences must have at least 3.0 points from compiling training books, of which at least 1.5 points must be from compiling textbooks or (and) monographs.

Candidates in the fields of social sciences and humanities, and arts, sports must have at least 5.0 points from compiling training books, of which at least 2.5 points must be from compiling textbooks or (and) monographs.

Candidates who do not meet the points stipulated in Clause 9 Article 5 of Decision 37/2018/QD-TTg, can replace them with converted points from scientific articles, exclusive patents; useful solutions; artworks, achievements in coaching, and international award-winning sports competitions.

According to Article 9 of Decision 37/2018/QD-TTg, the documents required for the recognition of the standards for professor titles in Vietnam are as follows:

(1). Registration form for the title of Professor (Form No. 01 Appendix 2 issued with Decision 37/2018/QD-TTg)

(2). Certified copy of the Decision recognizing or appointing the title of Associate Professor for candidates applying for the title of Professor.

(3). Certified copy of diplomas and certificates proving the candidate's proficiency in a foreign language as stipulated in Clause 5 Article 2 of Decision 37/2018/QD-TTg.

(4). Certified copy of the decision or contract for visiting lecturers.

(5). Evaluation report from the head of the higher education institution on the results of teaching and scientific research for lecturers (Form No. 02 Appendix 2 issued with Decision 37/2018/QD-TTg).

(6). Certified copies of decisions or contracts assigning the tasks of supervising doctoral and master's students.

(7). Certified copies of doctoral and master's degrees of students supervised by the candidate.

(8). Certified copies of decisions or contracts assigning scientific and technological tasks; minutes of acceptance or decision recognizing the task completion results.

(9). Certified copies (photocopies) of exclusive patents, useful solutions, national and international awards, and accompanying supporting documents.

(10). Certified copies of diplomatic notes or teaching contracts from foreign higher education institutions stating the duration as an expert and the decision to send the candidate as an educational expert abroad by the Ministry of Education and Training of Vietnam.

(11). Comprehensive scientific report (Form No. 03 Appendix 2 issued with Decision 37/2018/QD-TTg).

(12). Copies of published scientific articles, training books that have been reviewed and accepted according to regulations.

(13). Certificates verifying the purpose of using books, participation in building and developing training programs or research, and scientific technology applications by the head of the higher education institution.

(14). All copies of diplomas, certificates, decisions, diplomatic notes, or contracts must be notarized or certified according to legal regulations.
