What are standards for the position of Associate Professor in Vietnam?

Pursuant to Article 6 of Decision 37/2018/QD-TTg (amended by Clause 2, Article 1 of Decision 25/2020/QD-TTg), the standards for the title of Associate Professor are as follows:

(1). Meet the general standards for the title of Associate Professor;

(2). Hold a Ph.D. degree for at least 03 years from the date of issuance of the degree to the application deadline;

(3). Have participated in teaching and training for at least 06 years, with at least the last 03 consecutive years at the undergraduate level or higher by the application deadline;

Candidates who do not meet the 06-year criterion and those who do not meet the prescribed teaching hours in Clause 3, Article 4 of Decision 37/2018/QD-TTg must have at least double the minimum converted points for scientific works from published scientific papers or (and) patent exclusivity; useful solutions; artistic works, training achievements, and sports competitions winning national or international awards as stipulated in Point b, Clause 8, Article 6 of Decision 37/2018/QD-TTg.

(4). Publish scientific research results:

- Candidates, as main authors, must have published at least 02 scientific papers or (and) patent exclusivity; useful solutions; artistic works, training achievements, and sports competitions winning international awards.

Candidates who do not meet the criteria for scientific works stipulated in Point a, Clause 4, Article 6 of Decision 37/2018/QD-TTg must have at least 01 of the aforementioned works and 01 book chapter serving training published by a reputable international publisher or at least 01 of the aforementioned works and 01 monograph published by a reputable publisher;

- From January 1, 2020: Candidates, as main authors, must have published at least 03 scientific papers or (and) patent exclusivity; useful solutions; artistic works, training achievements, and sports competitions winning international awards.

Candidates who do not meet the criteria for scientific works stipulated in Point b, Clause 4, Article 6 of Decision 37/2018/QD-TTg must have at least 02 of the aforementioned works and 01 book chapter serving training published by a reputable international publisher or at least 02 of the aforementioned works and 01 monograph published by a reputable publisher.

(5). Lead at least 02 institutional-level scientific and technological projects or 01 ministerial-level scientific and technological project that has been accepted with a result of satisfactory or higher.

Candidates who do not meet the scientific and technological project criteria stipulated in Clause 5, Article 6 of Decision 37/2018/QD-TTg can substitute with 01 scientific paper or one of the works: patent exclusivity; useful solutions; artistic works, training achievements, and sports competitions winning international awards.

(6). Guide at least 02 master's students or be the main or co-supervisor of at least 01 Ph.D. student.

For health sciences, guiding 01 student who has successfully defended a specialized thesis or medical residency is equivalent to guiding 01 master's student; candidates who do not guide the required number of students or Ph.D. students stipulated in Clause 6, Article 6 of Decision 37/2018/QD-TTg can substitute with scientific works converted.

Guiding 01 master's student can be substituted with 01 of the following works: scientific papers; patent exclusivity; useful solutions; training books; artistic works, or training achievements, sports competitions winning international awards.

(7). Scientific papers stipulated in Clauses 4, 5, and 6 of Article 6 of Decision 37/2018/QD-TTg are scientific papers published in reputable international scientific journals.

For fields of Military Science or Security Science related to state secrets in national defense, security, the scientific papers published in reputable international scientific journals can be substituted with replacement papers.

The total point of the replacement papers for each scientific paper published in reputable international scientific journals must be at least 1.5 points, and the total points of the replacement papers for scientific papers published in reputable international scientific journals stipulated in Clauses 4, 5, and 6 of Article 6 of Decision 37/2018/QD-TTg are not counted in the minimum converted points of scientific works.

Scientific papers and replacement papers are counted from the time after the candidate successfully defends the Ph.D. thesis.

(8). Candidates must have at least 10.0 converted points for scientific works, including:

- At least 2.5 points for scientific works conducted in the last 03 years up to the application deadline;

- Candidates in the fields of Natural Sciences, Engineering and Technology, and Health Sciences must have at least 6.0 points from scientific papers, patent exclusivity, or useful solutions.

Candidates in the fields of Social Sciences and Humanities, Arts, Physical Education, and Sports, must have at least 4.0 points from scientific papers or useful solutions; artistic works, training achievements, sports competitions winning national or international awards.

What does the application for recognition of Associate Professor standards in Vietnam include?

Pursuant to Article 9 of Decision 37/2018/QD-TTg, the application for recognition of Associate Professor standards includes:

(1). Registration form for recognition of Associate Professor standards (Form No. 01, Appendix 2 issued together with Decision 37/2018/QD-TTg).

(2). A copy of the Ph.D. degree.

(3). Copies of degrees, certificates proving the candidate's proficiency in foreign languages as stipulated in Clause 5, Article 2 of Decision 37/2018/QD-TTg.

(4). Copies of decisions or guest lecturer contracts for guest lecturers.

(5). Comments from the head of the higher education institution about the training and scientific research outcomes of the lecturer (Form No. 02, Appendix 2 issued together with Decision 37/2018/QD-TTg).

(6). Copies of decision assigning duties for guiding Ph.D. or master students.

(7). Copies of Ph.D. degrees or master degrees of the students guided by the candidate.

(8). Copies of decisions or contracts assigning scientific and technological tasks; acceptance records or decisions recognizing the outcomes of scientific and technological tasks.

(9). Copies (photocopies) of patent exclusivity, useful solutions, national or international awards, and supporting documents.

(10). Copies of diplomatic notes or teaching contracts from foreign higher education institutions stating the duration of the candidate's expertise and the decision of the Ministry of Education and Training of Vietnam assigning the candidate to serve as an educational expert abroad.

(11). Scientific overview report (Form No. 03, Appendix 2 issued together with Decision 37/2018/QD-TTg).

(12). Copies of published scientific papers, training books that have been evaluated and accepted according to regulations.

(13). Confirmation of book usage purposes, confirmation of participation in the development of training programs or scientific and technological research, and application programs by the head of the higher education institution.

(14). Copies of degrees, certificates, decisions, diplomatic notes, or contracts must be authenticated or notarized according to law.

What are the form and requirements for the application dossier for recognition of the Associate Professor standards in Vietnam?

Pursuant to Article 10 of Decision 37/2018/QD-TTg, the form and requirements for the application dossier for recognition of the Associate Professor standards are as follows:

- The application dossier for recognition of Associate Professor standards (hereinafter referred to as the dossier) of the candidate is regulated as follows:

+ The candidate prepares one dossier printed or photocopied on A4 paper, bound with a cover, has a table of contents, and page numbers indicated;

+ The dossier is divided into two volumes. Volume 1 includes documents stipulated from Clause 1 to Clause 11 Article 9 of Decision 37/2018/QD-TTg; Volume 2 includes scientific papers, training books arranged by the candidate in types of works, chronologically, and documents stipulated in Clause 12 and Clause 13 Article 9 of Decision 37/2018/QD-TTg. These should be in PDF format (called electronic dossier) and registered online on the website of the higher education institution (which receives the candidate's dossier) and on the website of the State Professorship Council.

- A scientific overview report on the performance of duties stipulated in Article 3 of Decision 37/2018/QD-TTg presented as a scientific work, outlining scientific ideas, main research directions, research methods, training, and research outcomes after obtaining or being awarded the Ph.D. The overview report should not exceed 10 A4 pages.

- The candidate is responsible for the legality, accuracy of the dossier, and all copies. When required by the competent authority, the candidate must provide the original documents for comparison.

- Scientific works, patent exclusivity, useful solutions of organizations or citizens related to state secrets, defense, and security must be protected according to the law and follow the regulations of the Minister of Public Security, Minister of National Defense, and other competent state agencies.
