Pursuant to Article 48 of the Regulations on the organization and operation of foreign language and computer training centers issued together with Decree 46/2017/ND-CP (amended and supplemented by Decree 135/2018/ND-CP), the conditions for foreign language and computer training centers to engage in educational activities are as follows:

- Have a team of management staff, teachers, and employees meeting the standards specified, fulfilling the operational requirements of the center.
- Have appropriate physical facilities, equipment, programs, teaching materials, and financial resources, ensuring the educational quality according to the planned construction, development, and operational scale of the center.
Pursuant to Article 18 of the Regulations on the organization and operation of foreign language and computer training centers issued together with Circular 21/2018/TT-BGDDT specifying the roles and standards of teachers:
Roles and Standards of Teachers
- Teachers at foreign language and computer training centers are responsible for teaching and guiding practice, including full-time, contractual teachers who are Vietnamese, native speakers (for specific languages), or foreigners.
- Vietnamese teachers eligible to teach computer science must meet one of the following standards:
a) Possess a college degree in computer science pedagogy or higher;
b) Hold a college degree in computer science or higher and a teaching certification.
3. Vietnamese teachers eligible to teach foreign languages must meet one of the following standards:
a) Possess a college degree in foreign language pedagogy or higher;
b) Hold a college degree in foreign languages or higher and a teaching certification.
- Foreign teachers teaching computer science: Must have a college degree in computer science or higher and an appropriate computer science teaching certification.
- Native speaker teachers teaching foreign languages (for specific languages): Must have a college degree or higher and an appropriate foreign language teaching certification.
- Foreign teachers eligible to teach foreign languages must meet one of the following standards:
a) Possess a college degree in foreign language pedagogy or higher;
b) Hold a college degree in foreign languages or higher and an appropriate foreign language teaching certification;
c) Possess a college degree or higher, a proficiency certificate level 5 or above according to the six-level foreign language proficiency framework used in Vietnam or equivalent, and an appropriate foreign language teaching certification.
Thus, the current standards for teachers at foreign language centers are as follows:
- Possess a college degree in foreign language pedagogy or higher;
- Hold a college degree in foreign languages or higher and a teaching certification.
In addition, teachers must meet the specified standards and fulfill the operational requirements of the center.

What are the duties and powers of teachers of foreign language center in Vietnam?
According to Article 19 of the Regulations on the organization and operation of foreign language and computer training centers issued together with Circular 21/2018/TT-BGDDT, the duties and powers of teachers of foreign language center in Vietnam are as follows:
- Teach according to the objectives, content, educational programs, and teaching plans; attend classes fully and on time; manage students during activities organized by the center; participate in the professional activities of the center.
- Implement the decisions of the director; comply with the inspection of the director and educational management levels according to regulations; follow the internal rules of the center and the provisions of these Regulations.
- Adhere to the Code of Ethics for Teachers as prescribed by the Ministry of Education and Training.
- Attend training and professional development classes to improve qualifications; enjoy all benefits of material, spiritual welfare, and health care protection according to policies for teachers; actively and proactively self-train to enhance professional competence.
- Have the center provide conditions to perform tasks and participate in center management; attend meetings for commendation, reward, discipline, and resolve issues related to students under their charge.
Who has the authority to commend Foreign Language Center Teachers?
Article 7 of the Regulations on the organization and operation of foreign language and computer training centers issued together with Circular 21/2018/TT-BGDDT outlines the duties and powers of the director of foreign language and computer training centers as follows:
Duties and Powers of the Director of Foreign Language and Computer Training Centers
- Develop plans, organize implementation, supervise, and evaluate the results of the center's tasks.
- Establish and appoint personnel for professional, operational departments, and advisory councils according to the center's internal rules.
- Manage teachers, staff, and students according to the regulations of these Regulations and relevant legal provisions.
- Decide or propose commendation and discipline for management staff, teachers, employees, and students within the scope of authority delegated.
- Manage the center's finances and assets according to the regulations of the authority establishing the center and the law.
- Issue certificates confirming the completion of training programs organized by the center and certificates of completion when the center meets the necessary conditions according to the regulations on organizing exams and issuing certificates of the Ministry of Education and Training.
