What are standards for rank 2 pre-university teachers in Vietnam in terms of educational qualifications and professional competence?
Based on Article 5 of Circular 22/2023/TT-BGDDT, the standards for rank 2 pre-university teachers in Vietnam in terms of educational qualifications and professional competence are as follows:
(*) Standards for qualifications, training, and professional development
- Holds a bachelor's degree or higher in the field of teacher training for upper secondary school teachers; or holds a bachelor's degree in a relevant field and has a pedagogical training certificate for upper secondary school teachers according to the program issued by the Minister of Education and Training;
- Holds a professional development certificate according to the standards for the professional title of pre-university teachers or holds a professional development certificate according to the standards for the professional title of upper secondary school teachers.
(*) Standards for professional capacity and professional activities
- Master the guidelines and policies of the Vietnam Communist Party, the laws of the State, the regulations of competent authorities on pre-university education and effectively implement the assigned tasks;
- Has the ability to propose flexible adjustment plans for the educational plan suitable to the actual conditions of the school; has the ability to design and build lessons suitable to the topics in the pre-university education program;
- Proactively updates and has the ability to flexibly and effectively apply teaching methods and forms; forms and methods of testing, evaluating the learning outcomes, training, and progress of students;
- Applies psychological counseling and career guidance measures suitable to each student in teaching and educational activities;
- Proactively and actively builds a healthy, trusting cooperative relationship with students' parents, organizations, and individuals related to teaching and educational activities for students;
- Proactively researches and has the ability to promptly update new requirements on professional capacity; has the ability to creatively, suitably, and effectively apply forms of enhancing one's professional capacity;
- Has the ability to apply information technology in professional activities; has the ability to use a foreign language or use a minority language according to the job position requirements;
- Recognized as a grassroots emulation soldier or received a commendation from the ministry, department, or higher for outstanding completion of pre-university education tasks;
- Public employees competing or considering promotion to the professional title of pre-university teacher grade 2 (code V.07.07.18) must have held the professional title of rank 3 pre-university teacher (code V.07.07.19) or equivalent for at least 9 years (excluding probationary period) by the end date of the registration period for the competition or promotion consideration.

What are the general professional ethics standards for rank 2 pre-university teachers in Vietnam?
According to Article 3 of Circular 22/2023/TT-BGDDT, the general professional ethics standards for rank 2 pre-university teachers are as follows:
- Abide by the guidelines, policies of the Vietnam Communist Party, the laws of the State, and the regulations of competent authorities on pre-university education.
- Regularly cultivate ethics, uphold responsibility, maintain the dignity, honor, and reputation of teachers; be a role model for students.
- Love, treat fairly, and respect students; protect the legitimate rights and interests of students; unite and assist colleagues.
- Strictly adhere to the regulations on the responsibilities and general obligations of public employees and the regulations of the Ministry of Education and Training on teacher ethics.
What are the duties of rank 2 pre-university teachers in Vietnam?
According to Clause 1, Article 5 of Circular 22/2023/TT-BGDDT, the duties of rank 2 pre-university teachers are as follows:
- Participate in developing the education plan of the subject group; participate in developing materials and learning resources to implement the pre-university education program;
- Teach and organize educational activities for students according to the approved educational plan;
- Innovate teaching methods towards promoting students' capacities, qualities, and forming self-learning abilities;
- Perform activities to check, evaluate students' learning outcomes and training according to regulations; participate in managing boarding students; participate in the school's admission work;
- Participate in conducting scientific research topics; apply scientific research results into practical teaching and educating students;
- Participate in psychological counseling and career guidance for students; participate in organizing activities to preserve and develop national cultural heritage, school competitions; participate in organizing competitions or contests for students or teachers;
- Complete professional development programs as regulated; self-train to enhance professional capacity;
- Perform other tasks assigned by the principal.
- Participate in developing the school's education plan or participate in evaluating and appraising the school's materials and learning resources to implement the pre-university education program;
- Participate in the professional inspection and assessment activities for pre-university teachers in the pre-university school;
- Lead professional development topics and activities in the subject group;
- Lead the implementation of school-level scientific research topics; participate in evaluating or guiding colleagues in conducting school-level scientific research;
- Support colleagues in psychological counseling and career guidance activities for pre-university students; proactively propose activities to preserve and develop national cultural heritage in the school; participate in evaluating and guiding students or teachers in competitions or contests in the pre-university school.
