What are standards for public employees assisting education of persons with disabilities in Vietnam?
Based on Clauses 2, 3, and 4 of Article 3 Circular 21/2023/TT-BGDDT, the standards for the job titles of public employees assisting education of persons with disabilities are as follows:
* Standards of Professional Ethics
- Compliance with the guidelines and policies of the Communist Party, the laws of the State, and the regulations of the sector;
- Having a sense of responsibility, dedication to work; love, respect, and fair treatment towards persons with disabilities; supporting and protecting the lawful rights and interests of persons with disabilities;
- Having a sense of responsibility in cooperating with colleagues, families of persons with disabilities, and other organizations and individuals in supporting the education of persons with disabilities;
- Living a healthy, civilized lifestyle suitable to the educational environment.
* Standards of Training and Education
- Holding a college degree or higher in the field of supporting education for persons with disabilities or a college degree or higher in one of the following fields or related groups: Teacher Training, Psychology, Social Work, Health (as regulated by the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs);
- Completing a training program according to the standards for the job title of a public employee supporting education for persons with disabilities as regulated.
* Standards of Professional Competence
- Understanding and applying the guidelines and policies of the Communist Party, the laws of the State, sectoral and local regulations and requirements related to the work of educating persons with disabilities;
- Having knowledge of the characteristics and needs of persons with disabilities; supporting education for persons with disabilities;
- Applying basic specialized knowledge and skills to the work of supporting education for persons with disabilities;
- Being capable of implementing or coordinating the implementation of the disabled support education program according to the learning level;
- Having skills to support, advise, and cooperate with teachers, families, and the community in educating persons with disabilities.

What are regulations on salary arrangement of public employees assisting education of persons with disabilities in Vietnam?
Based on Article 6 Circular 21/2023/TT-BGDDT, the determination of salaries for public employees assisting education of persons with disabilities in Vietnam is as follows:
- Public employees appointed to the job title of public employee supporting education for persons with disabilities are applied the salary coefficient of public employees of type A0, from wage coefficient 2.10 to wage coefficient 4.89, as stipulated in Table 3 (the salary scale for professional and specialized staff in state public service providers) issued together with Decree 204/2004/ND-CP.
- The salary adjustment upon appointment to the job title of public employee supporting education for persons with disabilities is implemented as follows:
+ In the case of public employees already appointed to the job title of public employee supporting education for persons with disabilities, code V.07.06.16 under Joint Circular 19/2016/TTLT-BGDDT-BNV, and meeting the educational standards stipulated in point a, clause 3, Article 3 of Circular 21/2023/TT-BGDDT, they shall be adjusted from the salary coefficient of public employees of type B to the salary coefficient of public employees of type A0 pursuant to the salary classification principles stipulated in Section 2 of Circular 02/2007/TT-BNV and current legal regulations;
+ In the case of working in the position of a public employee supporting education for persons with disabilities but holding the rank of official or another job title of public employees of a different specialized field, if meeting the standards for appointment to the job title of public employee supporting education for persons with disabilities as regulated in clause 1, Article 5 of Circular 21/2023/TT-BGDDT then the salary adjustment shall be as follows:
+ If currently classified under the salary coefficient of officials or public employees of type A0 as per Table 2 (the salary scale for professional staff in state agencies) or Table 3 (the salary scale for professional staff in state public service providers) issued together with Decree 204/2004/ND-CP, they shall be classified under the salary coefficient of public employees of type A0;
+ If currently classified under the salary coefficient of officials or public employees of type A1 or higher, or type B, they shall be adjusted to the salary coefficient of public employees of type A0 pursuant to the salary classification principles stipulated in Section 2 of Circular 02/2007/TT-BNV and current legal regulations.
- Upon the implementation of new salary policies, the adjustment to the new salary scale shall be in accordance with the regulations of the Government of Vietnam.
Duties of public employees assisting education of persons with disabilities in Vietnam
Based on Clause 1, Article 3 Circular 21/2023/TT-BGDDT, the duties of public employees assisting education of persons with disabilities in Vietnam are as follows:
- Participate in developing educational plans for persons with disabilities;
- Implement the program and plan for supporting the education of persons with disabilities as required and regulated by the unit;
- Support persons with disabilities in learning and practicing specific skills and life skills appropriate to their abilities and needs;
- Assist teachers in activities of caring and educating persons with disabilities;
- Cooperate with instructors and homeroom teachers in evaluating persons with disabilities;
- Participate in mobilizing persons with disabilities to attend school;
- Support and advise families of persons with disabilities and the community about knowledge and skills in caring for and educating persons with disabilities;
- Complete training programs; engage in self-study and self-training to improve professional competence as required by the job position;
- Perform other tasks as assigned by the principal.
