What are standards for Grade 1 lower secondary school teachers in Vietnam?

Based on Article 5 of Circular 03/2021/TT-BGDDT (amended and repealed in some parts by Article 3 of Circular 08/2023/TT-BGDDT), the standards for the professional titles of Grade 1 lower secondary school teachers are specified as follows:

* Standards for Educational and Training Qualifications

- Possess a bachelor's degree or higher in the teacher training sector for lower secondary school teachers.

In case the subject does not have enough teachers with a bachelor's degree in the teacher training sector, they must hold a bachelor's degree in a relevant major and a certificate of pedagogical training for lower secondary school teachers according to the program issued by the Minister of Education and Training.

- Possess a certificate of training according to the standards for the professional titles of lower secondary school teachers.

* Standards for Professional Competence and Skills

- Actively, proactively implement and propagate, mobilize, and guide colleagues to implement the policies, guidelines, laws of the Communist Party, State, regulations, and requirements of the sector and local authorities on secondary education in the assigned tasks;

- Have the ability to implement and guide, support colleagues in building lesson plans and educational plans suitable for the actual conditions of the school and local area; guide, support colleagues in building interdisciplinary lessons;

- Have the ability to implement and guide, support colleagues in applying teaching and educational methods and technologies aimed at developing students' qualities and competencies suitable for the actual conditions of the school and local area;

- Apply and guide, support colleagues in using forms, methods to assess, evaluate the learning outcomes, training, and progress of students aiming at developing their qualities and competencies;

- Apply and guide, support colleagues in effectively implementing psychological counseling and career guidance for students, integrating them into teaching and educational activities;

- Have the ability to propose measures to the school to enhance close coordination between the school and relevant organizations, individuals in implementing teaching and educational activities for students;

- Have the ability to guide, support colleagues, and share experiences on professional competence and skills development;

- Have the ability to apply information technology in performing the tasks of a lower secondary school teacher Rank 1 and have the ability to use a foreign language or ethnic minority language in some specific assigned tasks;

- Be recognized as a grassroots-level emulation fighter; or receive commendations from provincial level or above; or be recognized for one of the titles such as excellent teacher, excellent class teacher, excellent Ho Chi Minh Young Pioneer Organization teacher from district level or above;

- Public employees participating in the examination or consideration for promotion to the professional title of Grade 1 lower secondary school teachers (code V.07.04.30) must have held the professional title of Grade 2 lower secondary school teachers (code V.07.04.31) or equivalent for at least 6 years as of the deadline for submitting applications for the examination or promotion consideration.

* Standards for Educational and Training Qualifications

- Possess a bachelor's degree or higher in the teacher training sector for lower secondary school teachers.

In case the subject does not have enough teachers with a bachelor's degree in the teacher training sector, they must hold a bachelor's degree in a relevant major and a certificate of pedagogical training for lower secondary school teachers according to the program issued by the Minister of Education and Training;

- Possess a certificate of training according to the standards for the professional titles of lower secondary school teachers.

* Standards for Professional Competence and Skills

- Grasp the policies, guidelines, laws of the Communist Party, State, regulations, and requirements of the sector and local authorities on secondary education and successfully implement them into the assigned tasks;

- Have the ability to flexibly adjust lesson plans and educational plans suitable for the actual conditions of the school and local area; have the ability to build interdisciplinary lessons;

- Proactively update and flexibly and effectively apply teaching and educational methods and technologies to meet the goals of the general education program, suitable for the actual conditions of the school and local area;

- Proactively update and creatively apply forms, methods to assess, evaluate the learning outcomes, training, and progress of students aiming at developing their qualities and competencies;

- Have the ability to effectively apply methods of psychological counseling and career guidance suitable for each student in teaching and educational activities;

- Proactively create a healthy, trusting cooperative relationship with parents, organizations, and individuals related to the implementation of teaching and educational activities for students;

- Proactively research and have the ability to promptly update new professional requirements; creatively, appropriately, and effectively apply forms to improve one's professional competence and skills;

- Have the ability to apply information technology in professional activities; have the ability to use a foreign language or use an ethnic minority language as required by the job position;

- Be recognized as a grassroots-level emulation fighter; or receive a commendation or certificate of merit from the district level or above; or be recognized for one of the titles such as excellent teacher, excellent class teacher from school level or above, excellent Ho Chi Minh Young Pioneer Organization teacher from district level or above;

- Public employees participating in the examination or consideration for promotion to the professional title of Grade 2 lower secondary school teachers (code V.07.04.31) must have held the professional title of Grade 3 lower secondary school teachers (code V.07.04.32) or equivalent for at least 9 years (excluding probationary period) as of the deadline for submitting applications for the examination or promotion consideration.

- Build cooperative relationships with parents, organizations, and individuals related to the implementation of teaching and educational activities for students;

- Build and implement a plan for personal professional and skill development;

- Have the ability to apply information technology in professional activities; have the ability to use a foreign language or use an ethnic minority language as required by the job position.
